The Hanoi Party Executive Committee met to give opinions and introduce the positions of Chairman of the People's Council and People's Committee.

On the morning of November 12, the second meeting of the Hanoi Party Executive Committee (18th term) held a meeting to discuss important contents on personnel work and programs and regulations that are oriented and decisive for the entire term.

Implement procedures on personnel work

In his opening speech, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the second meeting of the City Party Committee Executive Committee will discuss many important contents.

Specifically, the City Party Executive Committee will carry out the process of personnel work, perfect and introduce the perfecting of key positions in the City's leadership after the 18th Congress, including the positions of Chairman and Vice Chairman of the City People's Council; Chairman and Vice Chairman of the City People's Committee; Chairman of the City Party Committee's Inspection Committee and adjust the structure of the 18th City Party Committee Standing Committee.

It is known that tomorrow afternoon (November 13), Hanoi People's Council will meet to implement the above contents.

According to the Secretary of the Hanoi Party Committee, the conference will also discuss decentralization of management in infrastructure, socio -economic fields, decentralization of revenue sources, spending tasks, and decentralization of task authorization to the commune level.

At the same time, consider approving the investment policy for the project to build a route connecting Gia Binh airport with the capital Hanoi under the public-private partnership method, build-transfer contract type.

The project has an investment of more than 32,000 billion VND, plays a role in regional connectivity, expanding development space to the Northeast, and increasing synchronization in the capital's planning.

The Hanoi Secretary assessed that this conference is very important and decisive in implementing the Resolution of the 18th Party Congress. Therefore, Mr. Ngoc suggested that the Party Executive Committee focus on researching and giving opinions.

"The workload is huge, time is limited, I request that you all concentrate your intelligence, promote the highest sense of responsibility before the Party Committee and the people of the capital, and give your opinions on the documents submitted to the Executive Committee" - the Hanoi Secretary requested.

Within the framework of the conference, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha presented Report No. 20 of the City People's Council Party Committee on considering and approving the project on the number, name, and scope of responsibility of the Committees of the Hanoi City People's Council; the number of full-time City People's Council delegates of the 17th Hanoi City People's Council, term 2026-2031.

Regarding the organizational plan, the project proposes that the 17th Hanoi People's Council will consist of 5 committees, 1 committee less than the maximum level according to the Capital Law.

Specifically, according to Ms. Ha, the committees are restructured in the direction of inheriting, supplementing and expanding the scope of responsibility including: Legal Committee, Economic - Budget Committee, Cultural - Social Committee, Urban Committee, Science, Technology and Environment Committee.

Regarding the establishment of the Science, Technology and Environment Committee, Ms. Ha said that this is an important new point, demonstrating the city's determination in promoting innovation, digital transformation and effectively responding to climate change.

Regarding the number of full-time delegates, the project proposes to arrange 32 delegates, accounting for 25.6% of the total 125 City People's Council delegates, in accordance with the provisions of the Capital Law (at least 25%) and the requirement to improve the quality of delegates according to Directive No. 47 of the City Party Committee.

According to Ms. Ha, the structure is built to ensure reasonableness between the Standing Committee and the committees, including 1 Chairman and 3 full-time Vice Chairmen of the People's Council. At the same time, each committee has a maximum of 6 full-time delegates including: Head of Committee, Deputy Head of Committee and Member.

Chief of Office of the National Assembly Delegation and City People's Council is a Standing Member of the City People's Council.

According to the roadmap, after the project is approved by the Standing Committee and the Executive Committee of the City Party Committee, the City People's Council Party Committee will complete and officially issue the project.
