In his opening remarks at the Conference, Prime Minister Pham Minh Chinh emphasized: The overall goal of international integration is to improve the quality, efficiency, synchronicity, comprehensiveness, and depth of integration, contributing to maintaining a peaceful and stable environment; serving national construction and defense; maximizing the mobilization of resources and favorable conditions from outside to build an independent and self-reliant economy , preserving and promoting Vietnamese culture and people; strengthening national overall strength, and enhancing the country's role and position in the international arena. The Prime Minister suggested that international integration needs to be implemented more comprehensively, deeply, and effectively, shifting strongly from a position of participation and reception to one of proactive contribution, building, and shaping international mechanisms and rules of the game. At the Conference, delegates heard reports on the results of international integration work, including the implementation of Resolution No. 59-NQ/TW of the Politburo in 2025 and the direction and tasks for 2026. Accordingly, in 2025, the implementation of Resolution No. 59-NQ/TW of the Politburo on international integration will be carried out synchronously, seriously and effectively, contributing to creating a clear transformation in the thinking, awareness and actions of the entire political system, the business community and the people.
International integration efforts are increasingly being implemented proactively, comprehensively, and with a focus on key areas, making significant contributions to socio-economic development achievements and enhancing Vietnam's position and prestige in the international arena. Awareness of international integration has significantly improved, and integration has become a continuous requirement in the planning and implementation of development strategies for various sectors, fields, and localities. International integration is not limited to foreign affairs but is closely linked to reforming the growth model, improving institutions, enhancing national governance capacity, and strengthening the competitiveness of the economy.
Economically, international integration continues to be a crucial driving force for economic growth and restructuring. Vietnam effectively utilizes its network of 17 free trade agreements with over 60 partners, expanding export markets and diversifying supply chains. By 2025, total import and export turnover is expected to exceed US$920 billion, placing Vietnam among the top 15 largest economies in the world in terms of trade volume. Attracting and disbursing FDI capital has reached high levels, affirming the confidence of international investors and creating a ripple effect, stimulating domestic investment.

The Vietnamese business community has developed strongly in both quantity and quality, gradually improving its integration capacity. Businesses are proactively expanding markets, investing abroad, increasing the localization rate, and participating more deeply in global supply chains. Many large Vietnamese corporations have expanded their international presence, while gradually mastering technology and participating as investors and general contractors in large-scale infrastructure projects. The supporting industries have made positive progress, with many Vietnamese businesses becoming suppliers for multinational corporations.
Foreign affairs and integration in politics, defense, and security have been implemented proactively and flexibly, contributing to maintaining a peaceful and stable environment and firmly protecting independence, sovereignty, and territorial integrity. Vietnam is participating increasingly deeply and responsibly in regional and global cooperation mechanisms, shifting strongly from "participation" to "contribution and shaping," enhancing its role, position, and international prestige. In addition, the role of localities and Vietnamese representative offices abroad has been clearly demonstrated, actively promoting investment, trade, and the image, culture, and tourism of Vietnam, contributing to making international integration deeper, more substantive, and more effective.
Building on the achievements, in 2026 the National Steering Committee on International Integration will continue to set forth key tasks such as: Continuing to implement and concretize the guidelines of the 14th Party Congress, and the directives on foreign affairs and international integration of the Politburo and the Secretariat in accordance with practical requirements; effectively implementing the tasks set out in Resolution No. 59-NQ/TW related to international integration in politics, defense, security, science and technology, culture, and society, prioritizing international economic integration…
