The central report and comments at the conference assessed that from 2021 to present, under the leadership and direction of Party committees and commanders at all levels; the direction and guidance of superior agencies and the efforts of cadres, union members, and association members, the mass work in the Government Cipher Committee has achieved many important results, successfully completing the goals and targets of the action program set out by the congress of mass organizations in the recent period.

There have been many innovations in the content and form of activities, achieving practical results. Mass organizations at all levels have been regularly consolidated and improved; social policy activities, volunteer work, and care for union members have been actively implemented. The vast majority of cadres, union members, and union members have strong political will, are ready to receive and complete all assigned tasks; actively participate in movement activities, contributing to enhancing the image and position of the cryptographic sector and the Government Cipher Committee.

Speaking at the conference, on behalf of the Party Standing Committee and the leadership of the Government Cipher Committee, Major General Nguyen Dang Luc commended and congratulated the achievements and results that the mass organizations of the Government Cipher Committee have achieved in the period of 2021-2025. Emphasizing that in the coming period, the tasks of the Government Cipher Committee and the cipher sector will become increasingly difficult. In order for mass work activities to achieve practical results, Major General Nguyen Dang Luc requested Party committees, commanders, political agencies, and mass cadres at all levels to seriously overcome the limitations and shortcomings pointed out; actively think and deploy mass work activities in the direction of innovation, creativity, substance, and effectiveness.

First of all, it is necessary to raise awareness of the position and role of mass organizations; create maximum conditions for mass organizations to participate in management, supervision, criticism, and building strong agencies and units. At the same time, proactively grasp the thoughts and aspirations of cadres, union members, and association members, promptly direct and resolve them, and maintain stability in agencies and units.

Major General Nguyen Dang Luc requested the mass cadres to uphold the spirit of responsibility, be exemplary, and take the lead; actively innovate, implement activities in a practical direction; apply digital technology in implementing activities and managing union members. Union members and members proactively and actively build strong mass organizations; take the lead in implementing breakthroughs in digital transformation; be dynamic and creative in studying, working, and producing, and excellently complete assigned tasks.

At the conference, along with the discussion and contribution of opinions to documents submitted to congresses at all levels of mass organizations, delegates heard the announcement of the decision of the General Department of Politics of the Vietnam People's Army to appoint delegates to attend congresses of mass organizations of the entire army.
