In 2025, the implementation of social policy credit in Gia Lai province will take place in the context of the whole country continuing to promote the implementation of major policies and guidelines of the Party and State on sustainable poverty reduction and ensuring social security.
Party committees and authorities at all levels in the province have paid attention to leading and directing, identifying social policy credit as an important and regular political task, linked to the implementation of sustainable poverty reduction goals, ensuring social security and socio-economic development of the locality.
The Board of Directors of the Provincial Social Policy Bank has effectively fulfilled its advisory, directive, and management roles, promptly coordinating with departments, agencies, socio-political organizations, and local authorities in organizing and implementing social policy credit programs; inspection and supervision have been strengthened, contributing to improved efficiency in loan management at the grassroots level.
The Board of Directors of the Provincial Social Policy Bank proactively and decisively manages its operations, closely following the directives of the Board of Directors, the Board of Directors' Representative Committee, and the Provincial People's Committee; promptly advising and organizing the implementation of social policy credit programs in accordance with regulations.
In 2025, social policy credit funds will continue to receive attention from local Party committees and authorities, especially entrusted funds from local budgets; the allocation and supplementation of resources for social policy credit will gradually stabilize. Credit programs will be implemented promptly, targeting the right beneficiaries and adhering to regulations, meeting the borrowing needs of poor households and other policy beneficiaries.
Basic credit quality has been maintained, with the ratio of overdue and non-performing loans remaining low compared to the overall average; entrusted activities through socio-political organizations and Savings and Loan Groups continue to be effective, with the active participation of local authorities in managing, supervising, and urging debt recovery.
Nguyen Minh Huong, Director of the Provincial Branch of the Vietnam Bank for Social Policies, reported on the results of implementing social policy credit in the province in 2025.
By December 31, 2025, the total capital reached VND 16,592 billion, an increase of VND 1,929 billion compared to December 31, 2024 (+13.2%). Of this, balanced capital from the central government reached VND 12,639 billion, an increase of VND 1,335 billion (+12.4%); capital mobilized with interest rate subsidies from the central government reached VND 2,116 billion, an increase of VND 147 billion (+7.5%); and entrusted capital from local budgets reached VND 1,837 billion, an increase of VND 447 billion, achieving 100% of the assigned plan.
Loan disbursements in 2025 are projected to reach VND 6,422 billion, with over 86,800 poor households and other policy beneficiaries receiving loans. Social policy credit has become an important source of capital for the people, promoting socio -economic development, creating jobs, and improving people's living standards; effectively contributing to the implementation of the province's National Target Program on sustainable poverty reduction, with the poverty rate in the province decreasing from 3.38% to 2.19% by the end of 2025.
Total outstanding loans reached VND 16,570 billion, with over 259,000 households still having outstanding loans, an increase of VND 1,928 billion compared to December 31, 2024 (a growth rate of 13.2%), achieving 100% of the assigned loan balance plan. Of this, the total outstanding loans entrusted through the four socio-political organizations (Farmers' Association, Women's Association, Veterans' Association, and Youth Union) reached VND 16,326 billion, accounting for 98.6% of the total outstanding loans.
Furthermore, the Vietnam Bank for Social Policies (VBSP) continues to effectively coordinate and integrate its social policy credit activities with the activities of socio-political organizations in agricultural, industrial, forestry, and fisheries extension, technical support, technology transfer, and product consumption. It also strengthens communication efforts to ensure that all citizens are aware of and can replicate effective models, fostering strong connections with local communities. This contributes to achieving the goals of rapid and sustainable poverty reduction, rural development, job creation, and social security.
With these achievements, in 2025, the Provincial Branch of the Vietnam Bank for Social Policies ranked third in the system and was awarded the Emulation Flag for outstanding performance by the Central Bank for Social Policies.
Vice Chairman of the Provincial People's Committee Lam Hai Giang affirmed the important role of social policy credit in sustainable poverty reduction in the province.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lam Hai Giang emphasized: Social policy credit for the poor and other policy beneficiaries has truly become a part of people's lives and has received their support; the poor and other policy beneficiaries have timely access to preferential capital, used the capital effectively, created jobs, increased income, and improved their living standards. Social policy credit activities have made an important contribution to effectively implementing the policies, goals, and tasks set forth by the Party and the State regarding sustainable poverty reduction, building new rural areas, focusing on human resource development, ensuring social security, political stability, national defense and security, and socio-economic development in the province.
Vice Chairman of the Provincial People's Committee Lam Hai Giang highly appreciated the results achieved in the implementation of social policy credit in the province in 2025.
Regarding key tasks in the coming period, Vice Chairman of the Provincial People's Committee Lam Hai Giang suggested continuing to thoroughly understand and raise awareness of the implementation of Directive No. 39-CT/TW of the Party Central Committee on improving the effectiveness of social policy credit in the new period and Decision No. 05/QD-TTg of the Prime Minister on approving the Strategy for the Development of the Social Policy Bank until 2030. These should be considered guiding principles for setting goals, targets, and proposing solutions and tasks in the coming period.
The Vietnam Bank for Social Policies (VBSP) consistently adheres to its operational orientation of "Fast - Direct - Inclusive," ensuring that policy capital reaches priority target groups such as poor and near-poor households and other policy beneficiaries, contributing to social security, social equity, and supporting vulnerable people's access to financial services.
The Board of Directors' representative office will coordinate effectively with the Provincial Branch of the Vietnam Bank for Social Policies (VBSP), entrusted political and social organizations, and relevant departments and agencies to continue implementing social policy credit programs, national target programs, and socio-economic development programs, ensuring social security in the province. The Board of Directors' representative office will strengthen its inspection and supervision work according to the 2026 plan. It will direct coordination with relevant departments, agencies, and units to effectively implement the VBSP Development Strategy until 2030 in the province; and simultaneously request relevant departments and agencies to prioritize depositing idle funds into the VBSP to supplement capital for implementing social policy credit in the province.
The provincial branch of the Vietnam Bank for Social Policies (VBSP) advises on and effectively implements the policy of mobilizing resources for social policy credit in conjunction with the implementation of national target programs, creating jobs, ensuring social security, and achieving sustainable poverty reduction. It continues to implement comprehensive solutions to consolidate and improve the quality of credit in the area; strengthens efforts to recover overdue debts, and takes measures to address cases where customers leave the locality, preventing the 발생 of overdue debts.
Political and social organizations entrusted with the task are to strengthen the dissemination and promotion of the Party and State's policies on social policy credit to all segments of the population, especially the poor and other policy beneficiaries. They must fully and effectively implement the entrusted tasks. They must strengthen inspection and supervision of social policy credit activities at the grassroots level. They must coordinate with relevant local units to regularly review information and addresses of borrowers who have left their residences to ensure timely and effective debt recovery. They must also coordinate with functional agencies to replicate effective economic models and support borrowers in using social policy credit capital for investment in production and business for the intended purpose, thereby improving the efficiency of loan utilization.
