Last week, many readers were interested in the issue of paying land use fees as "buying back your own land" when changing the purpose of use to residential land.
No money to change land use because land prices are too high
Because the land price in the land price list is adjusted by many localities to approach the market price, while the agricultural land price remains low, the difference that must be paid is often very large.
In many cases, when changing the purpose, one has to pay from several hundred million to billions of dong in land use fees. This is far beyond the financial capacity of most households and individuals.
On the other hand, the policy of collecting land use fees for cases of requesting to change the purpose of land plots in legal use (with certificates) and cases of first-time recognition of land use rights is also unreasonable.
Discussing this issue, Master Ngo Gia Hoang - Ho Chi Minh City University of Law - proposed: the policy of collecting land use fees when changing the purpose needs to clearly separate between groups: households and individuals transferring land for "real residence" and cases of transfer for business, subdivision, and speculation.
For groups with real housing needs, the converted area is within the residential land limit, and is used stably and long-term, land use fees should be exempted or strongly reduced, for example 30% or lower. The 2024 Land Law also has a priority mechanism in terms of administrative procedures for cases of converting agricultural land use purposes interspersed in residential areas.
On the contrary, cases of changing land use purpose for business, implementing investment projects, dividing plots and selling land must bear 100% of the difference in land price, even combining progressive tax with large areas or multiple conversions, ensuring the budget and limiting speculation.
This would help avoid levelling, clearly distinguishing between basic needs and commercial interests, while still ensuring fair revenue streams.
Many readers expressed agreement with the view that people should not be allowed to "buy back their own land" when changing the purpose to residential land.
A reader with email dong****@gmail.com said: "This is completely true from the current reality in many localities. Many families do not have money to convert the purpose of housing and have to live together in crowded houses for several generations because the land price list is too high, while having to spend money to buy land that their family has cared for and preserved for generations."
Debate on whether to abolish or keep exams
Last week, Minister of Education and Training Nguyen Kim Son signed the Government's report on receiving and explaining opinions of National Assembly deputies and the official examination by the Committee on Culture and Society on the draft Law amending and supplementing a number of articles of the Law on Education.
Notably, during the discussion, there was a suggestion to consider the regulation requiring "high school graduation to be eligible for university" (many countries do not have this requirement). It is necessary to assess the impact and make international comparisons to ensure flexibility in admission recognition.
Besides, there are suggestions to research and review the elimination of exams as much as possible when wanting to popularize education to high school.
The Government acknowledged the delegates' opinions and will direct the Ministry of Education and Training to continue researching innovative solutions in the direction of streamlining and efficiency, in line with the roadmap for universalization and ensuring education quality.
Currently, maintaining the high school graduation exam is still necessary to assess the level of output standards of the program, ensuring consistency in graduation recognition.
Meanwhile, regarding the issue of exam pressure, Member of the National Assembly's Culture and Social Affairs Committee Nguyen Thi Tuyet Nga (Quang Tri delegation) assessed that the 10th grade entrance exam is becoming a miniature national exam with heavy pressure. In fact, the rate of students entering high school is still low in some localities, showing that in the past, we have not properly ensured the right to access 12 years of general education.
Reader Kim Thoa expressed: "The delegate is so right! The pressure of studying for children from children to teenagers is too great. They do not have time to play and be creative, but have to follow the program and score to get into public school. Parents are also extremely stressed about their children's future. Forgot to pay for breakfast, the rescue team was invited by the restaurant owner.
Last week, social media in Quang Tri spread information that a relief group from Thai Nguyen searched for information about a breakfast restaurant near the Bung - Van Ninh highway exit to ask for a transfer of money for breakfast, but forgot to pay after leaving the restaurant.
Immediately after the above information was posted, many people expressed their support for the relief group's actions. Many others also enthusiastically searched and verified that the restaurant where the group had breakfast was Khanh Bu, near the intersection of Ho Chi Minh Road and Dien Bien Phu Road (Dong Hoi Ward).
However, when contacted, the owner surprised the whole group.
"Knowing that the group was returning from a relief mission to help the people of Phu Yen, the restaurant owner asked permission to invite the whole group to breakfast. The amount of money was not much, but the act was surprisingly cute," said group representative Nguyen Thi Huyen.
Talking to Tuoi Tre Online , Mr. Dao Huu Khanh (owner of the restaurant) said he did not pay attention so he did not know that the group forgot to pay.
"The relief team traveled all the way from Thai Nguyen to Phu Yen to support the flood victims, so I want to contribute a little bit to them by inviting the team to breakfast," said Mr. Khanh about not accepting breakfast money from the relief team.
Mr. Khanh said that in recent days, many relief groups from Phu Tho, Ninh Binh, Thanh Hoa have passed by the restaurant. Any group that goes to provide relief would be offered a free meal by the restaurant owner.
According to Ms. Huyen, her group represents people from Nga My and Ha Chau communes of Thai Nguyen province to provide relief to people in the flood-hit areas of Phu Yen.
Many readers expressed their feelings about the good deeds of the breakfast shop owner and the relief team. "The incident of forgetting to pay for breakfast, then proactively calling to confirm and requesting to transfer the payment for the meal is a good deed. The owner's behavior is even more wonderful," commented reader Nguyen Van Dong.
