Discuss solutions to mobilize resources to participate in policy communication work

In his opening speech, Dr. Le Ve Quoc, Director of the Department of Legal Disseminationand Education, stated: The project "Organizing policy communication with great impact on society in the process of building legal documents for the period 2022-2027" (Project 407) sets out 8 important groups of solutions related to many different subjects and forces in society.

After 1 year of implementing the Project, the Ministry of Justice, as the agency in charge of implementation, has achieved certain successes in this work, but there are still certain shortcomings and limitations. Therefore, the Workshop hopes to listen to the contributions and open exchanges of different forces in society to continue to improve the effectiveness of policy traditions in general and the mobilization of social resources to participate in this work in particular.

It is known that after 1 year of implementing Project 407, many ministries, branches and localities have paid attention to directing and proactively coordinating with relevant information agencies, press agencies, agencies, organizations and individuals to organize communication activities for the draft policy in a variety of forms as well as mobilizing resources to participate, initially achieving some positive results. However, this work has not yet achieved the desired results.

To increase the mobilization of social resources to participate in communicating draft policies, it is necessary to continue raising awareness of all levels, sectors, organizations, businesses and individuals about the role of communicating draft policies, focusing on the necessity, impacts and influences of this work on social life, each individual, especially direct beneficiaries.

On the other hand, it is necessary to identify the main channels for mobilizing social resources, and at the same time identify the agencies and organizations that the agency in charge of drafting legal documents needs to focus on coordinating with in the process of communicating the draft policy. Strengthening coordination between the Ministry of Justice with the Central Propaganda Department, the Ministry of Information and Communications , the agency in charge of drafting legal documents, information and press agencies in organizing communication of the draft policy to ensure quality, efficiency, and compliance with legal regulations...

At the workshop, delegates said that current social resources include human resources, financial resources, resources from individuals, international and domestic organizations. To effectively mobilize these resources, it is necessary to continue to improve the policy communication institution, promote the role of the Coordinating Council for Legal Education at all levels; select appropriate mobilization sources for each policy; enhance the responsibility of ministries and branches; identify and promote the role of the drafting agency...
