Discuss solutions to overcome difficulties in announcing construction material prices

On the afternoon of December 9, Thanh Hoa Department of Construction held a conference to listen to reports on resolving difficulties and problems in publishing information on construction material prices and determining construction prices in the province.

Comrade Hoang Van Dong, Provincial Party Committee member, Director of the Department of Construction chaired the conference.

Attending the conference were representatives of leaders of relevant departments of the province, the Provincial Business Association, and communes and wards with construction material mines.

According to the report at the conference, in performing its functions and tasks, the Department of Construction has conducted price surveys to publish information on construction material prices in the province; determined construction prices for each specific project in accordance with regulations, basically meeting the requirements for serving the socio -economic development of the locality.

However, there are times when the information on construction material prices announced is not close to the market price. Sand, stone, and soil materials are not on the list of goods that the State prices and stabilizes, so businesses set their own selling prices and declare prices, making it difficult to control prices. The report on construction material price surveys by the People's Committees of communes and wards is still sketchy, not enough information to publish information on construction material prices.

In addition, according to the feedback of some contractors, there is still a situation where some mines issue invoices with incorrect sales volumes. Some mines have announced prices but their reserves and capacity are exhausted or do not meet the project's needs, causing difficulties in the work of establishing and managing construction investment costs.

Opinions at the conference focused on clarifying the difficulties and obstacles in disclosing information and controlling construction material prices. At the same time, many solutions were proposed, such as: continuing to promote auctions and granting mining licenses for construction material mines to ensure market supply and demand; enhancing the responsibility of mine owners and local authorities in providing accurate information on prices and reserves; strengthening control of sales invoices at mines as well as having sanctions to strictly handle mines that deliberately speculate and hoard goods.

Based on the opinions, the Department of Construction will synthesize and issue a document advising the Provincial People's Committee on solutions to remove difficulties in order to effectively perform the state management function of publishing information on construction material prices and determining construction prices in the province close to reality.
