Specifically, the Decision stipulates the National Criteria Set for Comprehensive Cultural Development at all levels for the period 2025-2030, including: the National Criteria Set for Comprehensive Cultural Development at the commune level for the period 2025-2030; and the National Criteria Set for Comprehensive Cultural Development at the provincial level for the period 2025-2030.
This decision applies to ministries, ministerial-level agencies, government agencies, and other relevant central agencies (hereinafter referred to as central ministries and agencies); People's Committees of provinces and centrally-administered cities (hereinafter referred to as provincial-level People's Committees); and People's Committees of communes, wards, and special administrative regions (hereinafter referred to as commune-level People's Committees).

The decision stipulates 10 criteria for recognizing the achievement of comprehensive cultural development standards at the commune level, including: (1) cultural behavior in the community; (2) information, communication, and cultural education ; (3) prevention and control of domestic violence; (4) cultural infrastructure at the grassroots level; (5) cultural activities at the grassroots level; (6) cultural heritage; (7) digital transformation and digital data; (8) human resources for cultural management; (9) development of the cultural industry; (10) improving the effectiveness of the Program implementation.
The set of criteria for comprehensive cultural development at the provincial level also includes 10 criteria: (1) cultural behavior in the community; (2) information, communication, and cultural education; (3) family; (4) cultural facilities; (5) cultural and artistic activities; (6) cultural heritage; (7) digital transformation, digital data, science and technology; (8) human resources in the cultural sector; (9) cultural industry; (10) improving the effectiveness of the Program implementation.
Annual inspections and monitoring of the implementation of the set of criteria are conducted.
Within 90 days from the effective date of this Decision, relevant ministries and central agencies, based on their assigned functions and tasks, shall announce specific targets and issue implementation guidelines for the criteria and indicators under the National Criteria Set for Comprehensive Cultural Development at all levels for the period 2025-2030, ensuring uniformity, consistency, feasibility, and suitability to actual conditions.
The Ministry of Culture, Sports and Tourism provides guidance on the assessment and recognition of localities that meet the standards for comprehensive cultural development; evaluates dossiers for the assessment and recognition of provinces and centrally-administered cities that meet the standards for comprehensive cultural development at the request of provincial People's Committees; and presides over and coordinates with relevant ministries and central agencies to provide guidance on the content of some criteria for comprehensive cultural development at the commune level.
During the implementation process, if any issues arise, the Ministry of Culture, Sports and Tourism will take the lead, coordinating with relevant ministries, central and local agencies to research, review, and compile information for submission to competent authorities for consideration, adjustment, and supplementation of the above-mentioned set of criteria, ensuring its suitability to actual conditions.
At the same time, annual inspections and monitoring of the implementation of the comprehensive cultural development criteria at all levels are conducted.
The Ministries of Interior, Public Security, National Defence, Education and Training, Industry and Trade, Health, Agriculture and Environment, based on their assigned functions and tasks, shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue guidelines for the implementation of criteria and indicators under their management within the National Criteria Set for Comprehensive Cultural Development at all levels for the period 2025-2030.
The provincial People's Committee shall proactively specify the criteria and indicators for comprehensive cultural development of communes, wards, and special zones according to the assigned tasks in the Appendix attached to this Decision; based on the guidance of the relevant ministries and central agencies mentioned above, it shall specify the criteria for groups of communes, wards, and special zones in accordance with the actual conditions, cultural characteristics, and socio-economic development needs of the locality, ensuring that the standard is not lower than that prescribed by the central government.
Where necessary, based on the local economic, cultural, and social conditions, provide guidance or issue criteria for comprehensive cultural development in residential communities within the area, ensuring consistency with the national set of criteria for comprehensive cultural development at the commune level.
At the same time, annual inspections, monitoring, and supervision are conducted to ensure the maintenance and improvement of the quality of the comprehensive cultural development criteria achieved in the area.
The Chairman of the Provincial People's Committee organizes the assessment of dossiers for consideration and recognition, and decides on the recognition of communes, wards, and special zones that meet the standards for comprehensive cultural development, based on the proposal of the Commune People's Committee.
The set of criteria serves as an objective measure to accurately assess the state of cultural development in each locality.
According to the Ministry of Culture, Sports and Tourism, the issuance of the National Criteria for Comprehensive Cultural Development at all levels for the period 2025-2030, within the framework of the National Target Program on Cultural Development for the period 2025-2035, aims to implement the Party and State's guidelines and policies on cultural development and the building of Vietnamese people. It promptly meets the requirements of national construction, protection, and sustainable development, contributing to the awakening of aspirations for development, fostering national pride, and making culture not only a solid spiritual foundation of society but also an important endogenous resource that directly promotes rapid and sustainable socio-economic development, ensures national defense and security, and facilitates deep international integration in the new era.
The issuance of a set of criteria with specific, quantifiable, and clear indicators for implementation at the commune and provincial levels will promote the involvement of the entire political system and society. Party committees, governments, and communities will be more responsible in achieving cultural development goals, helping localities mobilize and effectively utilize resources invested in culture.
The set of criteria serves as the basis for evaluating and determining the level of achievement of specific tasks, objectives, and targets with a focus on key areas, in accordance with the requirements of the National Assembly and the Prime Minister in Resolution No. 162/2024/QH15 and Resolution No. 114/NQ-CP. It is an objective measure to accurately assess the current state of cultural development in each locality, from the provincial and city levels to the grassroots level, creating a unified framework for cultural activities nationwide. It also serves officials responsible for management, monitoring, reporting, inspection, supervision, and relevant agencies at all levels to scientifically measure and evaluate each target and task, and to assess the results of the Program in accordance with regulations.
