Promulgating the national criteria set on comprehensive cultural development at all levels for the 2025

Specifically, the Decision stipulates the National Criteria Set for Comprehensive Cultural Development at All Levels for the 2025 - 2030 period, including: National Criteria Set for Comprehensive Cultural Development at Commune Level for the 2025 - 2030 period; National Criteria Set for Comprehensive Cultural Development at Provincial Level for the 2025 - 2030 period.

This Decision applies to ministries, ministerial-level agencies, government agencies, and other relevant central agencies (hereinafter referred to as ministries and central agencies); People's Committees of provinces and centrally run cities (hereinafter referred to as provincial-level People's Committees); People's Committees of communes, wards, and special zones (hereinafter referred to as commune-level People's Committees).

The Decision stipulates 10 criteria for recognition of meeting comprehensive cultural development standards at the commune level, including: (1) cultural behavior in the community; (2) communication information, cultural education ; (3) prevention and control of domestic violence; (4) grassroots cultural facilities; (5) grassroots cultural activities; (6) cultural heritage; (7) digital transformation, digital data; (8) cultural management human resources; (9) development of cultural industry; (10) improving the effectiveness of Program implementation.

The set of criteria for comprehensive cultural development at the provincial level also includes 10 criteria: (1) cultural behavior in the community; (2) information, communication, cultural education; (3) family; (4) cultural facilities; (5) cultural and artistic activities; (6) cultural heritage; (7) digital transformation, digital data, science and technology; (8) human resources in the cultural sector; (9) cultural industry; (10) improving the effectiveness of Program implementation.

Annually organize inspection and supervision of the implementation of the Criteria Set.

Within 90 days from the effective date of this Decision, relevant ministries and central agencies, based on their assigned functions and tasks, shall announce specific targets and issue implementation instructions for the criteria and targets of the National Criteria Set on Comprehensive Cultural Development at all levels for the period 2025 - 2030, ensuring consistency, synchronization, feasibility, and suitability with actual conditions.

The Ministry of Culture, Sports and Tourism guides the consideration and recognition of localities meeting comprehensive cultural development standards; appraises dossiers for consideration and recognition of provinces and centrally run cities meeting comprehensive cultural development standards at the request of provincial People's Committees; presides over and coordinates with relevant ministries and central agencies to guide the content of a number of criteria on comprehensive cultural development at the commune level.

During the implementation process, if any problems arise, the Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries, central and local agencies to research, review, synthesize and submit to competent authorities for consideration, adjustment and supplementation of the above set of criteria, ensuring compliance with actual conditions.

At the same time, annually organize inspection and supervision of the implementation of the set of criteria for comprehensive cultural development at all levels.

The Ministries of Home Affairs, Public Security, National Defense, Education and Training, Industry and Trade, Health, Agriculture and Environment, based on their assigned functions and tasks, shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue implementation guidelines for the criteria and indicators managed by the Ministries under the National Criteria Set on Comprehensive Cultural Development at All Levels for the 2025-2030 period.

The People's Committees at the provincial level shall proactively specify criteria and targets for communes, wards and special zones for comprehensive cultural development according to the assignment of tasks in the Appendix attached to this Decision; based on the guidance of the above-mentioned ministries and central agencies, specify regulations for groups of communes, wards and special zones in accordance with actual conditions, cultural characteristics and socio -economic development needs of the locality, ensuring that the standard level is not lower than that prescribed by the central government.

Where necessary, based on local economic, cultural and social conditions, guide or promulgate criteria for comprehensive cultural development in local communities, ensuring consistency with the National Criteria for Comprehensive Cultural Development at the commune level.

At the same time, annually organize inspection, supervision and urge the implementation of maintenance and improvement of the quality of comprehensive cultural development criteria achieved in the area.

The Chairman of the Provincial People's Committee organizes the appraisal of dossiers, considers, recognizes and decides to recognize communes, wards and special zones that meet comprehensive cultural development standards at the request of the Commune People's Committee.

The criteria set is an objective measure to correctly assess the current state of cultural development in each locality.

According to the Ministry of Culture, Sports and Tourism, the issuance of the National Criteria for Comprehensive Cultural Development at All Levels for the 2025-2030 period within the framework of the National Target Program on Cultural Development for the 2025-2035 period to implement the Party and State's guidelines and policies on cultural development, building Vietnamese people in life. Timely meeting the requirements of the cause of building, protecting and sustainably developing the country, contributing to arousing the aspiration for development, fostering national spirit and making culture not only truly become a solid spiritual foundation of society, but also an important endogenous resource, directly promoting the process of rapid and sustainable socio-economic development, ensuring national defense, security and deep international integration of the country in the new period.

The issuance of a set of criteria with specific, quantitative and clear indicators for implementation at the commune and provincial levels will promote the participation of the entire political system and society. Party committees, authorities and communities will be more responsible in implementing cultural development goals, helping localities mobilize and effectively use investment resources for culture.

The set of criteria is the basis for assessing and determining the level of achievement of specific tasks, goals and targets with focus and key points in accordance with the requirements of the National Assembly and the Prime Minister in Resolution No. 162/2024/QH15 and Resolution No. 114/NQ-CP. It is an objective measure to correctly assess the current status of cultural development in each locality, from the provincial and municipal levels to the grassroots level, creating a unified orientation framework for cultural activities across the country, while serving the management, monitoring, reporting, inspection, supervision staff and competent agencies and levels to scientifically measure and evaluate each target and task of the Program implementation results in accordance with regulations.
