Issuing the Plan for the Implementation of the Law on Digital Transformation.

According to the Plan for the Implementation of the Law on Digital Transformation, the responsibilities of the lead agency and coordinating agencies in carrying out the implementation activities of the Law are assigned according to the six clear principles.

Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 268/QD-TTg dated February 12, 2026, promulgating the Plan for implementing the Law on Digital Transformation.

The purpose of this Plan is to specifically, fully, and comprehensively define the tasks, deadlines, completion progress, and responsibilities of relevant agencies and organizations in implementing the Law on Digital Transformation No. 148/2025/QH15 (hereinafter referred to as the Law), ensuring timeliness, synchronicity, uniformity, effectiveness, and efficiency.

Assigning tasks to lead agencies and coordinating agencies in implementing activities related to the Law's enforcement, based on the "six clear principles": clear person, clear task, clear authority, clear responsibility, clear time, and clear results.

Raising awareness and responsibility among relevant ministries, departments, localities, organizations, and individuals in implementing the Law, creating unity in understanding and action, and contributing to bringing the new points, spirit, and objectives of the Law into practice and maximizing its effectiveness in implementation.

Develop and promulgate regulations detailing certain provisions of the Law on Digital Transformation.

The plan outlines specific tasks for ministries, sectors, and localities to implement as follows: developing and promulgating detailed regulations on certain articles of the Law on Digital Transformation in accordance with Decision No. 2835/QD-TTg dated December 31, 2025, of the Prime Minister, which promulgates the list and assigns the lead agencies for drafting detailed regulations on the implementation of laws and resolutions passed by the 15th National Assembly at its 10th session.

Ministries and ministerial-level agencies shall review, publish, or submit to competent authorities for publication the continued validity, in whole or in part, of legal documents detailing or specifying measures to organize and guide the implementation of Law No. 67/2006/QH11 on Information Technology that were issued before the effective date of the Law on Digital Transformation; and send the review results to the Ministry of Science and Technology in May 2026.

The Ministry of Science and Technology will lead the review of legal documents under its state management authority; it will also act as the central coordinating body to synthesize the review results and proposals from ministries, sectors, and localities to report to the Prime Minister in June 2026.

Diversify communication methods for each target group, prioritizing vulnerable groups and disadvantaged areas.

In 2026 and subsequent years, the organization will conduct thorough dissemination, information, and legal education on the content of the Law and its implementing regulations. Specifically, it will develop and compile materials introducing the basic content of the Law on Digital Transformation, coordinate with the Ministry of Justice to publish them on the National Legal Education and Dissemination Portal; and organize conferences to disseminate knowledge about the Law on Digital Transformation to ministries, sectors, localities, and relevant agencies and organizations.

Organize the dissemination and promotion of the Law on Digital Transformation so that agencies, organizations, and individuals can promptly access and grasp information through mass media and digital platforms; in-depth features, programs, news, and articles; using various forms such as social networks, mobile applications, online webinars, videos, infographics... encouraging visual and multilingual forms of communication (especially in areas with a large ethnic minority population), linked to popular digital platforms at the grassroots level; ensuring diversification of communication forms suitable for each specific target group as prescribed by law, focusing on people with disabilities, the elderly, children, people living in border areas, islands, ethnic minority areas, mountainous areas, areas with difficult or extremely difficult socio-economic conditions, and other vulnerable groups.

The Ministry of Science and Technology, in coordination with the Ministry of Justice and other ministries, sectors, localities, and relevant agencies and organizations, will compile introductory materials on the Law and organize conferences to disseminate and explain it at the central level.

The Ministry of Science and Technology, other ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-administered cities, Vietnam News Agency, Voice of Vietnam Radio, Vietnam Television, and other central and local mass media agencies shall organize propaganda and dissemination activities according to the fields and geographical areas within their assigned tasks and powers.

Organize the implementation of strategies, programs, projects, and policies on information technology application and digital transformation in accordance with the Law.

Annually, the Ministry of Science and Technology; ministries, ministerial-level agencies, and provincial People's Committees assigned to lead or submit national strategies, programs, plans, schemes, and projects on digital transformation shall review and evaluate the implementation of ongoing national strategies, programs, plans, schemes, and projects related to digital transformation; and propose amendments, additions, or the development of new tasks and solutions (if necessary) to comply with the provisions of the Law.

In addition, the Ministry of Science and Technology; ministries, ministerial-level agencies, government agencies, other central agencies, and provincial People's Committees, according to their assigned tasks and powers, shall organize the implementation of strategies, programs, plans, projects, and tasks related to the application of information technology and digital transformation to carry out digital transformation activities as stipulated in Article 4 of the Law; and implement the State's policies on digital transformation as stipulated in Article 9 of the Law.

In 2026 and subsequent years, the Ministry of Science and Technology will preside over and coordinate with the Ministry of Justice, other ministries, ministerial-level agencies, government agencies, other central agencies, provincial People's Committees, and relevant agencies to inspect, supervise, urge, monitor, and guide the implementation of the Law.

The Minister of Science and Technology is responsible for assisting the Prime Minister in monitoring, inspecting, and urging ministries, sectors, and localities to implement the tasks outlined in the Plan; reporting the results of implementation annually to the Prime Minister as prescribed; and proposing commendations and awards, in accordance with the law, for media products with high propaganda value, social impact, and contributing to the effective implementation of the Law.

Based on the content of the Plan and the actual situation, the ministries, sectors, and localities assigned to lead the implementation of tasks under the Plan are responsible for integrating the plan for implementing the Law into their overall programs and plans, and reporting the results of implementation to the Prime Minister as prescribed.
