Issuing the Plan to implement Directive 11/CT-TTg on strengthening the enforcement of the Law on Road Traffic Order and Safety

The plan aims to ensure the safety of people's lives and health; establish order and discipline in compliance with traffic laws; raise awareness and civilized behavior when participating in traffic. Thereby, gradually building a modern traffic culture, contributing to reducing accidents and overcoming traffic congestion in the city.

Accordingly, the City People's Committee requests the organization to thoroughly grasp and seriously implement Directive No. 11/CT-TTg among all cadres, civil servants, public employees, armed forces and the People, in order to create a clear change in thinking, awareness and action. The implementation of the Law on Road Traffic Order and Safety is identified as a key task, which needs to be implemented regularly, continuously, synchronously, and associated with related work topics. The implementation contents must be specified in accordance with the actual situation in each unit and locality, ensuring feasibility and effectiveness, with a clear roadmap and responsibilities for each assigned task.

Departments, branches and People's Committees at all levels focus on seriously, resolutely and effectively implementing the policies of the Party and State on ensuring traffic order and safety. Based on Directive No. 11/CT-TTg and the Plan of the City People's Committee, each unit needs to develop a specific plan, suitable to the actual situation, clearly assigning responsibilities to each agency and functional unit.

Localities must strengthen propaganda and dissemination of laws on traffic order and safety to cadres, civil servants, public employees, workers and the people; propaganda content must be practical and profound, creating changes in awareness and habits of participating in civilized and modern traffic. Propaganda forms are diverse, through newspapers, social networks, at agencies, businesses, schools, residential areas...

At the same time, units need to step up patrolling, controlling, strictly handling violations, reviewing and completing traffic infrastructure according to their authority. The City People's Committee will balance the budget and mobilize legal resources to invest in building an intelligent traffic control center; deploy the installation of camera surveillance systems, handle violations on key national highways, arterial traffic routes and city gateways, connect with the Traffic Command Center of the Ministry of Public Security , contributing to improving the effectiveness of ensuring traffic order and safety.

The City People's Committee assigned the City Police to preside over and coordinate with departments, branches and localities to advise Party committees and authorities at all levels to effectively implement the Law on Road Traffic Order and Safety and Decree No. 168/2024/ND-CP dated December 26, 2025 of the Government . Advise the City People's Committee on regulating the time and scope of operation of four-wheeled motor vehicles carrying passengers and goods; coordinate with relevant ministries and branches to study and review the legal corridor on ensuring traffic order and safety, propose amendments and supplements in the direction of enhancing the application of information technology, digital transformation, reforming administrative procedures, creating convenience for people and businesses. Direct the Traffic Police force to step up patrolling, controlling, commanding, regulating traffic, strictly handling violations that are the main causes of serious accidents; Deduct and restore driving license points to raise awareness of law compliance among traffic participants. Police units and localities increase handling of violations of urban order, encroachment on roadsides, illegal parking causing traffic jams; investigate and strictly handle violations of laws related to traffic activities.

Continue to implement projects and programs to modernize and enhance the capacity of the Traffic Police force, promote the application of science and technology in professional work; connect and share data on traffic safety and order between the Ministry of Public Security and relevant ministries and branches, ensuring synchronization, unification and digitalization of data. Convert the method of operation from manual to electronic environment, strengthen the management of functional forces, promote the provision of public services to serve people and businesses, contributing to improving the effectiveness and efficiency of state management of traffic safety and order.

The Department of Construction coordinates with relevant units to advise the City People's Committee to invest in building an intelligent traffic control center, install a camera surveillance system, handle violations on national highways and gateways to the city, connect with the Ministry of Public Security's command center; coordinate with the City Police to effectively deploy the "cold fine" system.

The Department of Agriculture and Environment guides the application of emission standards for motor vehicles, including motorbikes and scooters.

The Department of Education and Training advises on the development of programs and teaching materials on traffic safety laws; directs schools to prepare conditions to coordinate with the Traffic Police to instruct students on safe motorbike driving skills.

The Department of Justice coordinates to review and propose amendments to the legal corridor on traffic safety and order in the direction of applying information technology and cutting down administrative procedures; and participates in giving opinions on amendments to the Law on Handling of Administrative Violations.

The Department of Culture, Sports and Tourism directed to strengthen the dissemination of traffic laws in the press and social networks; prevent and handle false information and encourage violations; effectively maintain the website "Hai Phong Traffic Safety Information" to raise people's awareness.

The People's Committees at district and commune levels shall issue plans specifying tasks and solutions appropriate to the actual situation; clearly assign responsibilities to each unit. Direct departments, branches and organizations to strengthen propaganda and thoroughly educate cadres, civil servants, public employees and workers to strictly comply with the Law on Road Traffic Order and Safety and related documents; coordinate with the press to promote propaganda, dissemination and education of laws on traffic safety.

The City Traffic Safety Committee coordinates with departments, branches and localities to organize propaganda and education on traffic participation skills; foster traffic safety knowledge for all classes of people; design and publish communication publications suitable for each target group.

The Vietnam Fatherland Front Committee of the city and socio-political organizations continue to propagate and mobilize people to comply with laws on traffic order and safety; build models of volunteer Youth Union, self-governing Women's Union... to participate in maintaining traffic order; and include the content of propaganda on traffic safety laws in regular activities.

The People's Court and the People's Procuracy of the city shall strengthen coordination with the City Police in investigating, prosecuting, and strictly trying traffic accidents, especially those with serious and especially serious consequences.
