The Decision takes effect from October 21, 2025, and simultaneously abolishes many previous documents that are no longer relevant, including: Decision No. 12/2021/QD-UBND and No. 23/2024/QD-UBND of Bac Lieu province related to recruitment and management of civil servants; Decision No. 48/2021/QD-UBND and a number of articles of Decision No. 37/2018/QD-UBND of Ca Mau province.

Ensuring unity and transparency in personnel work
The issuance of this Regulation stems from the requirement to implement Decree No. 170/2025/ND-CP on recruitment, use and management of civil servants and Decree No. 172/2025/ND-CP on disciplinary action against cadres and civil servants. The new Regulation helps to clearly define the authority between agencies and units, ensuring that the management and use of civil servants are carried out in a unified, transparent and legal manner, while enhancing the responsibility of leaders in the administrative apparatus.
The objective of the Decision is to enhance the effectiveness and efficiency of state administrative agencies, contributing to building a team of high-quality civil servants, meeting task requirements in the current period of promoting administrative reform and digital transformation.
Main content of the Regulation
The regulations clearly decentralize three main groups of authority:
Recruitment of civil servants: includes notification, receipt of application documents, issuance of recruitment decisions, cancellation of recruitment decisions and acceptance into civil service.
Use of civil servants: detailed regulations on the authority to receive, transfer, second, appoint, dismiss, extend the term of office, temporarily suspend office and handle discipline.
Civil servant management: regulates the responsibilities of departments, branches, sectors, People's Committees of communes and wards in organizing the implementation of policies and regimes, keeping records, statistics, reporting and handling complaints and denunciations.
The issuance of Decision No. 038/2025/QD-UBND is an important step to standardize and modernize civil servant management, contributing to building a streamlined, effective and efficient administrative apparatus to serve the people better and better./.
