
Despite the disbursement rate of over 42%, many projects still face difficulties in site clearance and investment procedures. The unit is making efforts to overcome difficulties, determined to achieve the disbursement target of over 92% in 2025.
Many projects are changing but not evenly
According to the Lam Ha Area Construction Investment Project Management Board, the total public investment capital assigned to the unit in 2025 is 202,468 billion VND, including more than 18.4 billion VND of extended capital and 184 billion VND of annual planned capital. As of October 2025, the unit has disbursed 86,468 billion VND, reaching 42.71% of the plan.
Of which, the extended capital reached 80.12%, a very high level compared to the average of recent years. Projects using provincial and district budget capital (old) all have stable disbursement progress. Only the central budget capital is still in the stage of completing documents and has not been disbursed yet.
Specifically, the Tan Ha Kindergarten, Phu Son Secondary School, Ly Tu Trong Secondary School (phase 2) and Da Don Kindergarten projects are being constructed on schedule. 2 projects are completing investment proposal reports including: Tan Thanh - Phuc Tho - Da K'Nang route and the project to complete the facilities of 4 schools.
Along with that, some important projects are being submitted for appraisal: Tien Lam Bridge, Phi To Bridge, Thanh Ha Bridge, Dinh Van - Ba Can route, Tan Van Kindergarten...
Notably, the Dinh Van - Da Don Ring Road Project has completed the technical design, community consultation and is awaiting the appraisal of the environmental impact assessment report. If approved in the fourth quarter of 2025, the project will be eligible to select contractors and implement construction.

Records at the Ly Tu Trong Secondary School Project Phase 2 show that the construction atmosphere is urgent. The project has a total investment of more than 43.95 billion VND, implemented from 2022 - 2025. The project is built on a scale of 3 3-storey buildings; in which, there are 2 learning areas, each area has 3 theory classrooms, 6 subject classrooms and technical infrastructure items.
Up to now, the main blocks have completed the construction, the contractor is speeding up the interior finishing, installing equipment and completing auxiliary items such as fire prevention and fighting systems. This is one of the projects with the most positive progress of the Lam Ha Area Construction Project Management Board this year.

Mr. Hoang Ngoc Thanh, Director of the Lam Ha Area Construction Project Management Board, said: “We are prioritizing maximum resources and time to speed up the progress of procedures, especially for key transport projects. Some projects have made good progress, but others are still stuck for a long time, requiring the participation of many relevant agencies.”

Problems with land and investment procedures
According to Mr. Hoang Ngoc Thanh, the main problems the unit is facing are site clearance and investment procedures.
Specifically, more than 80% of households have not agreed on the compensation price for the Dinh Van - Da Don belt road project. This is the project facing the biggest difficulty in site clearance. Although people agree with the policy, about 80% of households have not agreed on the compensation price for land and property, saying that the offered price is still low.
In addition, there are three plots of land that cannot be counted, two plots overlap the boundary, and one plot whose owner has not been contacted. Regarding resettlement, the unit is also confused about its authority because the resettlement site is in Phu Son Lam Ha commune, while the project is in Dinh Van Lam Ha commune. This requires unified guidance from the provincial level.
To resolve the issue, the unit and the People's Committee of Dinh Van Lam Ha commune proposed that the People's Committee of Phu Son Lam Ha commune adjust the land exploitation project; and requested the Department of Agriculture and Environment to guide the authority to approve the compensation and resettlement plan.

“The Dinh Van - Da Don beltway has a very large volume of land acquisition. We have had many dialogues, listened to opinions and will continue to propose adjusting the unit price according to regulations. The goal is to ensure both the rights of the people and the progress of the project,” Mr. Hoang Ngoc Thanh added.
On the other hand, at the Tan Van - Da Don inter-commune road project, which has nearly completed land acquisition and clearance, only two households have not yet accepted the plan. Of which, one household requested compensation in land instead of cash. The recovered land is related to residential land, perennial land and assets on the land, making the compensation value large.
Meanwhile, the total approved compensation budget is 10,116 billion VND; of which, 10,094 billion VND has been paid. Therefore, the unit is continuing to mobilize; at the same time, completing the dossier to determine the recovered area and the remaining area of the household in accordance with regulations.
In addition, at the Da Don Kindergarten Project, there is 1 household that has not cooperated. Previously, the People's Committee of Phu Son Lam Ha commune approved the first compensation plan for 11 households with a total cost of 4,433 billion VND. Currently, 10/11 households have been paid, but 1 household has not cooperated, making it impossible to submit the plan for further appraisal.

Meanwhile, at the project to replace 5 weak bridges, many households have expressed their opinions on the unit price and assets. Households reflect that the unit price for land compensation is not close to reality. Assets located within the planned road boundary need to be considered for compensation.
In addition, some plots of land after the bridge is built will be lower than the bridge foundation, potentially affecting daily life. The Project Management Board is coordinating with the design unit and the People's Committee of Dinh Van Lam Ha commune to review and come up with a suitable solution.

According to Mr. Hoang Ngoc Thanh, to reach the finish line on schedule, the Lam Ha Area Construction Project Management Board has set out 5 key tasks. In particular, the unit focuses on immediately removing major bottlenecks in site clearance and investment procedures; reviewing each project, ensuring timely appraisal and approval of documents.
In addition, the unit will strengthen dialogue with people, make compensation plans transparent; coordinate between the Project Management Board - People's Committees of communes, departments and branches; urge contractors to construct, and ensure construction quality.
Mr. Hoang Ngoc Thanh emphasized: “The Lam Ha Area Construction Project Management Board aims to disburse over 92% this year. This is a difficult task, but we can absolutely achieve it if we completely resolve the problems in the fourth quarter of 2025.”
