The Provincial Party Standing Committee gave opinions on many important contents on Party building work.

On the morning of March 8, under the chairmanship of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the meeting of the Provincial Party Standing Committee was held to give opinions on the report summarizing the implementation of Directive No. 35-CT/TW dated May 30, 2019 of the Politburo on party congresses at all levels towards the 13th National Congress of Delegates and a number of other important contents.

At the conference, Comrade Nguyen Van Hung, Head of the Provincial Party Committee's Organizing Committee, presented a report summarizing the implementation of Directive No. 35-CT/TW dated May 30, 2019 of the Politburo on Party Congresses at all levels towards the 13th National Party Congress (referred to as Directive No. 35). Accordingly, the grassroots and upper-level Party Congresses and the Provincial Party Congress for the 2020-2025 term were successful, ensuring the progress and plan set out. The congresses elected the new executive committee with sufficient numbers and correct structure; the proportion of women, young people, ethnic minorities and the rate of innovation according to regulations.

The preparation of political reports by Party committees at all levels must be serious, of high quality, and feasible; clearly defining directions, goals, key targets, tasks, solutions, and key programs, breakthroughs, and closely following the actual conditions of the locality, agency, and unit.

The review reports of Party committees at all levels have closely followed the tasks, working regulations, results of leadership in implementing Party resolutions and the actual situation for review; many Party committees have promoted self-criticism and criticism in a constructive, frank, modest, open-minded, and highly responsible spirit, ensuring solidarity and unity within the organization.

The discussion on the congress reports had 10 or more comments and was basically prepared in writing. The discussion atmosphere was democratic and lively; there were many enthusiastic and quality comments, with a constructive spirit for the development of the locality, agency, and unit.

The congress personnel work is focused on leadership and direction by the Standing Committee of the Party Committee, the Party Executive Committee and the head of the Party Committee, promoting democracy, impartiality, objectivity, transparency, strictness, following principles, procedures and regulations in developing personnel plans, determining the number, standards and ensuring reasonable structure. The election work ensures principles, following the election regulations in the Party, following the personnel plan approved by competent authorities. The proportion of female and young cadres meets the requirements; the structure of ethnic minority cadres is suitable to reality, the rate of innovation in the executive committee compared to the beginning of the term meets the requirements, and there are women in the Standing Committee of the Party Committee.

The success of the Party Congresses at all levels, especially the 19th Provincial Party Congress for the 2020-2025 term, is a major event for the Party Committee, the army and the people of all ethnic groups in the province; cadres, party members and people are happy, excited, confident, creating a new atmosphere and new motivation to successfully implement the goals and tasks set out in the Resolution of the 19th Provincial Party Congress for the 2020-2025 term.

The report also reviewed the work of thoroughly grasping and concretizing the organization of the implementation of the Politburo's Directive and the guidance of the Central Committee and the Provincial Party Committee; the work of directing, inspecting, urging, and handling arising issues; the implementation of the 6 requirements in Directive No. 35 of the Politburo was carried out seriously; the work of preparing congress documents was carefully and elaborately prepared in accordance with the correct order and quality requirements...

Commenting on the report, the Standing Deputy Secretary of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee basically agreed with the report's content and mentioned some existing limitations and lessons learned, while proposing and recommending to the Central Committee practical issues to effectively carry out the work of Party Congresses at all levels in the coming period.

Provincial Party Secretary Do Trong Hung delivered a concluding speech at the conference.

In his concluding remarks at the conference, Provincial Party Secretary Do Trong Hung highly appreciated the opinions expressed at the conference and assigned the Provincial Party Committee's Organizing Committee to absorb as much valid opinions as possible to complete the report.

The head of the Provincial Party Committee stated: Implementing the Central Committee's directive documents on Party Congresses at all levels towards the 13th National Congress, under the direct and regular guidance of the Provincial Party Committee Standing Committee, Party committees from the provincial to grassroots levels have seriously and promptly disseminated the directive documents of higher levels on organizing congresses, in accordance with regulations, close to the situation of their localities, creating great convenience for the process of leading and directing the organization of congresses.

“It can be affirmed that the Party Congresses at all levels for the 2020-2025 term in Thanh Hoa province have been implemented in accordance with the spirit of Directive 35 of the Politburo. The congresses from the provincial to grassroots levels have been successfully held, creating a new atmosphere and new motivation for the Party Committee, government and people of our province to carry out their tasks right from the first days, first months and first years of the term and achieve the results as today” - Provincial Party Secretary Do Trong Hung emphasized.

Agreeing with the opinions of the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee, Secretary of the Provincial Party Committee Do Trong Hung also pointed out a number of shortcomings, limitations, lessons learned, and at the same time made proposals and recommendations for the Provincial Party Committee's Organizing Committee to complete and report to the Central Committee.

Also at the conference, the Provincial Party Standing Committee gave comments on the report summarizing 15 years of implementing the Party Charter (2011-2025) and the report summarizing Party building work, term 2020-2025. In his concluding remarks, Provincial Party Secretary Do Trong Hung requested the Provincial Party Committee's Organizing Committee to absorb the opinions expressed at the conference and promptly complete the reports so that the Provincial Party Committee can organize a conference on Party building work on March 14, 2024.
