
Proposal for people working in non-public drug rehabilitation to enjoy State policies
National Assembly Deputy Tran Thi Thu Phuoc (Quang Ngai) highly agreed with the necessity of promulgating the Law on Drug Prevention and Control (amended) and said that transferring the task of managing drug addiction treatment and post-treatment management from the old Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security requires adjusting legal regulations to suit the new authority.

Clause 2, Article 33 and Point b, Clause 3, Article 34 of the draft Law stipulate the components of the registration dossier for voluntary drug addiction treatment at public facilities and the dossier requesting compulsory drug addiction treatment. These are specific administrative procedures that can be changed according to management requirements. Therefore, delegates proposed that the Law only stipulate the principles, and assign the Government to specify this content in detail to ensure the flexibility and stability of the Law.
National Assembly Deputy Nguyen Thi Mai Hoa (Dong Thap) basically agreed with Article 3 regulating the State's policy on drug prevention and control, which encourages domestic and foreign organizations and individuals to invest in drug addiction treatment activities.

Regarding Clause 7, Article 3 stipulates ensuring funding for drug addiction treatment at public drug addiction treatment facilities, reform schools and supporting funding for managing illegal drug users and funding for non-public drug addiction treatment. Delegate Nguyen Thi Mai Hoa said that we have two forms: for reform schools and public drug addiction treatment facilities, the State ensures the budget, for private drug addiction treatment facilities, the State budget supports.

However, Clause 4, Article 3 only stipulates that officers and soldiers of specialized agencies in drug crime prevention and control, and drug rehabilitation workers in public drug rehabilitation facilities are entitled to preferential regimes and policies appropriate to the nature of their tasks and areas of operation as prescribed by the Government. According to this provision, no drug rehabilitation workers in non-public facilities are entitled to enjoy policies from the State.
The delegate proposed that those who work in drug rehabilitation in public and non-public facilities should be entitled to enjoy the State's policies. Because this is a group of people who do very hard, even dangerous work.
Regarding Article 5, prohibited acts, delegate Nguyen Thi Mai Hoa proposed adding the act of concealing information, to determine community responsibility for preventing and combating this type of crime.
Strongly consider the delegation of authority from the National Assembly to the Government
Paying attention to the draft Law on Investment (amended), National Assembly Deputy Nguyen Hoang Mai (Dong Thap) expressed concerns about the regulation on delegating legislative power from the National Assembly to the Prime Minister.

Accordingly, Clause 1, Article 15 on investment incentives, has added other investment incentives according to the Prime Minister's decision. The delegate said that this right is directly related to the state budget (related to exemption and reduction), while the budget decision is the authority of the National Assembly. The delegation of all the National Assembly's power to the Prime Minister must be carefully considered.
Delegate Nguyen Hoang Mai suggested that, if necessary, the Government should report to the National Assembly Standing Committee, meaning only delegating authority to the National Assembly Standing Committee.
Regarding the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations, National Assembly Delegate Luong Van Hung (Quang Ngai) stated that Clause 4, Article 3 (amending and supplementing Article 32 of the Law on Denunciations) stipulates the specific responsibilities of the Chief Inspector of the Ministry of National Defense, the Chief Inspector of the Ministry of Public Security, the Chief Inspector of the State Bank, the Chief Inspector of the provincial level, the Head of the unit assigned to advise on handling denunciations... However, it is necessary to add the responsibility of keeping the identity of the denouncer confidential and reporting the results of implementing the recommendation.

Accordingly, delegate Luong Van Hung proposed to add regulations on the responsibilities of agencies: "Ensure safety and confidentiality for whistleblowers; monitor and urge the implementation of conclusions, recommendations, and decisions on handling after denunciations" .
