Contributing opinions to the draft Press Law (amended) at the 10th session of the 15th National Assembly, delegate Be Minh Duc - National Assembly Delegation of Cao Bang province expressed his agreement with the necessity of promulgating the Press Law (amended) to continue institutionalizing the Party's policies and guidelines on building a professional, humane and modern press and media, overcoming the limitations and inadequacies of current laws and the problems arising in press work in recent times.
To complete the draft law before it is passed by the National Assembly , delegates participated in a number of issues related to regulations on press activities in cyberspace and the responsibilities of press agencies when opening information channels and content channels in cyberspace, as stipulated in Articles 30 and 31.

According to delegates, in recent years, cyberspace has become an important "living space" for people, making sharing and accessing information more convenient and easier, contributing to promoting the development of the knowledge economy , increasing democracy, transparency and openness in society.
Types of services and content on the Internet in particular and the electronic information sector in general are increasingly diverse and rich, meeting the needs of users for information exchange, entertainment, and shopping to improve the quality of life in modern society. However, there are still some shortcomings in information management in the digital environment. General electronic information sites and social networking platforms of private enterprises are not licensed to produce news, but in fact, they have taken back the content of newspapers to post, exploit traffic and commercialize.
From the concerns of some journalists and observations from reality, we can see some current shortcomings:
First, not producing original content but enjoying most of the economic value: Private technology companies have strong financial potential, own an algorithmic content ecosystem, propose the ability to optimize user data by simply linking or re-scanning news from the press, they still attract a huge amount of traffic, while not investing in reporters, editors, source verification processes or legal responsibilities like press agencies. This leads to the paradox that the subject investing in intellectual capital loses the advantage, while the subject not producing content benefits from that content.
Second, the risk of distorting the information market: When private enterprises have the advantage of technology and the advertising ecosystem, they can create a news distribution market where newspapers create content but private platforms profit, forming an environment where newspapers read news through intermediaries, causing newspapers to lose brand recognition and control, with the risk of pushing newspapers into a position of having to chase traffic instead of investing in depth.

Third, putting the press in a weaker position right on the digital home field, the press still plays a pivotal role in providing accurate information, orienting public opinion, and protecting national interests, but when private platforms take advantage of press content to feed their ecosystems, the press will lose its advertising market share and investment resources, not to mention cross-border social platforms such as Facebook, Youtube, Tiktok, etc., which are taking up the majority of the online advertising market share in Vietnam. This is the main source of revenue for the press to maintain operations, reinvest in content and pay salaries to reporters and editors when these platforms attract huge amounts of advertising, mainstream press not only loses economic resources but also loses its financial autonomy, leading to difficulties in maintaining content quality, investing in technology and retaining high-quality human resources.
From the above issues, delegate Be Minh Duc proposed:
One, clarify the scope of activities in cyberspace as prescribed in Article 30 of the draft law, specifying the types of online services that press agencies are allowed to perform.
Second, add a mechanism to protect press content, requiring private platforms to ensure that when reusing press content, it remains intact and restores the identity value of the press.
Third, adjust Article 31 to increase the responsibility of social networking platforms, regulate responsibility for press content that is changed or distorted by algorithms, and stipulate a mechanism to request quick removal of illegally copied content.
Fourth, policies to protect revenue sources and press brands in the digital environment, consider a revenue sharing mechanism between platforms and press agencies, and increase the responsibility of cross-border platforms in sharing news value.
"Press activities in cyberspace are a pillar in national information management. Proper regulation will help protect the value of mainstream journalism, create a fair information market and ensure that the Vietnamese press has enough resources to carry out its mission of guiding public opinion in the digital age. Therefore, I respectfully request that the drafting agency continue to research and supplement the above opinions so that the Press Law (amended) truly meets management requirements in the digital age," said delegate Be Minh Duc.
