CTTĐT - Yen Bai Provincial People's Committee issued a Plan to sustainably maintain the results of the Project "Investing in building and developing the grassroots health service delivery system" - Yen Bai Provincial Component Project for the period 2025 - 2030, with the general goal of ensuring that all people are managed, cared for, have their health improved, and their quality of life improved; giving priority to mothers and children, the elderly, people in disadvantaged areas, and ethnic minorities; gradually ensuring health, increasing life expectancy and improving the quality of life of the people; actively contributing to the implementation of socio-economic development goals in the province.

Yen Bai province sets the target that by 2025, the health insurance coverage rate will reach ≥95%; the rate of full vaccination for children under 1 year old will reach 98.5% ; the rate of communes meeting national criteria on commune health will reach 100%; the rate of commune health stations applying quality scorecards will reach 100%; the number of medical examinations and treatment at commune health stations will reach over 620,000/year; the rate of commune, ward and town health stations implementing prevention, management and treatment of some non-communicable diseases will reach 35%; the rate of trained village health workers will be maintained at 93.7% ; the rate of people with high blood pressure being managed and treated compared to the number detected will reach 60% ; the rate of people with diabetes being managed and treated compared to the number detected will reach 88%; The number of women in the risk group who are screened for cervical cancer each year is about 10,000 people.

By 2030, the health insurance coverage rate will reach ≥97%; the rate of full vaccination for children under 1 year old will reach 98.5% ; the rate of communes meeting national criteria on commune health will reach 100%; the rate of commune health stations applying quality scorecards will reach 100%; the number of medical examinations and treatment at commune health stations will reach over 650,000/year; the rate of commune, ward and town health stations implementing prevention, management and treatment of some non-communicable diseases will reach 80%; the rate of trained village health workers in operation will be maintained at 100%; the rate of people with hypertension being managed and treated compared to the number detected will reach 62% ; the rate of people with diabetes being managed and treated compared to the number detected will reach 90%; The number of women in the risk group who are screened for cervical cancer each year is about 11,000 people.

The Project focuses on sustainably maintaining infrastructure and equipment; maintaining training development - Capacity building; maintaining and improving service quality and utilization.

For the project to be implemented effectively, the Plan sets out tasks and solutions for implementation. In particular, it focuses on raising awareness and sense of responsibility for consolidating, perfecting and improving the quality of grassroots health care activities to create conditions for people to access and use grassroots health services, especially people in remote areas and ethnic minority areas.

At the same time, strengthen state management, inspection, supervision, and urging of units and localities in implementing activities to sustain the results of the project in the whole province; consolidate and develop the network of communication and health education to villages, hamlets, and hamlets; expand and diversify communication activities to improve the effectiveness of health education communication with the participation of departments, branches, unions, and socio-political organizations. In the process of implementing activities to sustain the results of the project in the whole province, it is possible to mobilize the support of businesses, organizations, and individuals to participate in the fields when necessary.

Implementing the Project "Investment in construction and development of the grassroots health service delivery system" in the period of 2020 - 2024, with the support of the World Bank, Yen Bai province has invested in facilities for 46 health stations, including 6 newly built health stations and 40 upgraded, repaired and upgraded health stations, and 1 district health center.

Providing equipment according to the needs to meet the minimum equipment list of the station; training to improve the capacity of medical staff according to priority health issues within the project framework; improving the quality of services at the health station through the Quality Scorecard model applied to 173/173 health stations (achieving 100%). The project has significantly improved the quality of service provision at the health station, especially achieving the results of the project's basic output indicators, specifically:

- Health insurance coverage rate reaches 95%.

- The rate of full vaccination for children under 1 year old reached 98.5%.

- The rate of communes meeting national criteria on commune health is 94%.

- The rate of commune health stations applying quality scorecards reached 100%.

- The number of medical examinations and treatments at commune health stations reaches over 600,000/year.

- The rate of commune, ward and town health stations implementing prevention, management and treatment of some non-communicable diseases reached 24%.

- Maintain the rate of trained active village health workers at 91.1%.

- The rate of people with high blood pressure who are managed and treated compared to the number detected is 58.3%.

- The rate of people with diabetes who are managed and treated compared to the number detected is 87.3%.

- The number of women in the risk group who are screened for cervical cancer (CC) annually is about 9,000 people.
