According to a report from the Department of Internal Affairs, the work of caring for the lives of people who have rendered meritorious services to the revolution during the Lunar New Year of the Year of the Horse has been and is being directed by the Provincial People's Committee to be implemented synchronously and promptly, ensuring that the right people are entitled to the correct benefits as prescribed.

To date, the province has disbursed gifts from the Party and State on the occasion of the 14th National Congress of the Party and the Lunar New Year of the Year of the Horse to people who have rendered meritorious services to the revolution, in accordance with the regulations of the Ordinance on Preferential Treatment for People Who Have Rendered Meritorious Services to the Revolution, with more than 43,120 recipients and a total budget of over 17.2 billion VND.

The review, approval of lists, and organization of gift-giving in kind to war veterans and families of martyrs, in accordance with Resolution No. 31/2025/NQ-HĐND, is being actively implemented. It is expected that more than 53,800 gifts, with a total budget exceeding 26.9 billion VND, will be distributed and completed before February 6, 2026. The distribution of Tet gifts in cash from the President and gifts from the province to war veterans and their relatives is also being carried out by localities, ensuring completion before January 31, 2026.

In addition, the work of visiting and encouraging meritorious individuals and families of martyrs continues to receive attention. The province has coordinated with the Central Association for Supporting Families of Martyrs in organizing the awarding of cash gifts to 100 living Vietnamese Heroic Mothers, with a total amount of 100 million VND, expected to be completed before January 20, 2026.

At the meeting, representatives from relevant departments, agencies, and localities discussed and provided feedback on the regulations governing the organization, operation, management, and use of the Fund; and the 2026 plan of the Gratitude and Remembrance Fund.

In 2025, the Fund's management will be carried out in accordance with regulations; revenue and expenditure will be transparent, targeted correctly, and used for the intended purpose. The Fund Management Board's activities will practically contribute to strengthening the trust of war veterans and the people in the preferential policies of the Party and the State, while also spreading the "Gratitude and Repayment" movement widely throughout the province.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Y Ngoc highly appreciated the coordination of relevant departments and units in promptly advising on the issuance and implementation of plans to visit, encourage, and care for the lives of people who have rendered meritorious services to the revolution. He also emphasized that the implementation of Tet gift-giving to people who have rendered meritorious services to the revolution must be carried out correctly, with full benefits, and in a timely manner, absolutely avoiding any errors or delays in the implementation process.

Units need to urgently review and maintain cemeteries and memorial sites for martyrs, ensuring solemnity during Tet. Provincial leaders should organize delegations to directly visit and encourage meritorious individuals, Vietnamese Heroic Mothers, and facilities caring for meritorious individuals, ensuring this is carried out between February 2nd, 2026 and February 10th, 2026. Strengthen inspections, proactively monitor local situations, and promptly address difficulties to ensure the successful completion of the work of caring for meritorious individuals during Tet 2026.

The Standing Vice Chairman of the Provincial People's Committee agreed to issue the Regulations on the organization, operation, management, and use of the Gratitude Fund. At the same time, he requested that a plan of activities for the Gratitude Fund for 2026 be urgently developed in the near future, focusing on propaganda and mobilization of support resources through various forms, especially through social media platforms and digital government.
