Integration to streamline, avoid duplication but must respect the characteristics of ethnic minority regions
Delegate Tran Thi Hoa Ry agreed with the policy of integrating 03 National Target Programs to overcome the limitations and shortcomings of the previous stage; reduce management agencies; reduce administrative procedures; avoid duplication of content; improve the effectiveness of guidance, supervision and implementation.
According to delegate Tran Thi Hoa Ry, if properly implemented, integration will create synergy between goals, resources and projects; at the same time, help localities be more proactive in allocating capital, integrating tasks and organizing program implementation.
However, delegate Tran Thi Hoa Ry emphasized: "The integration needs to pay full attention to the goals, locations, contents, and specific policies of ethnic minority and mountainous areas - These are core elements that cannot be simplified."
Delegate Tran Thi Hoa Ry proposed to continue reviewing and ensuring compatibility and consistency with the Government 's viewpoint in the Submission: Maintain the core content, improve specific goals and targets, suitable to the new development context of the country.
Goals must be clearly quantified, resource-appropriate and realistic.
Evaluating the Program's target system, delegate Tran Thi Hoa Ry said that the general target section has inherited important results from the previous phase, but needs to be further improved in three aspects:
Fully quantify general and specific goals
Goals such as ecological agriculture , modern countryside, civilized farmers; multidimensional poverty reduction; inclusive and sustainable development; ensuring rights and improving the lives of ethnic minorities... need to be expressed in quantitative indicators to ensure feasibility and basis for evaluation.
The delegate reiterated the spirit of the conclusion of the National Assembly Standing Committee: "Do not set goals that are too broad, too high, lacking basis, or lacking feasibility."
Lack of scientific basis to determine specific goals for the entire period
Currently, important criteria such as new rural standards, multidimensional poverty standards, and the delimitation of ethnic minority and mountainous areas according to new regulations are still in the process of being completed. These are the foundations for localities to review data and set goals for the 2026-2035 period.
The National Assembly should only prescribe framework targets.
To ensure flexibility and practicality, delegate Tran Thi Hoa Ry proposed: "If the National Assembly approves the policy at this session, the resolution should only stipulate framework goals; the Government should decide on specific targets when approving the program."
Local counterpart funds: Need to be reviewed to avoid exceeding the balancing capacity
One of the contents highlighted by delegate Tran Thi Hoa Ry at the hall was the feasibility of capital structure, especially local budget capital.
According to the plan, in the period of 2026 - 2030: Central budget 100 trillion VND, local budget 400 trillion VND. This means that localities must take on up to 80% of resources, creating great pressure on poor provinces, ethnic minority and mountainous areas - where the budget is limited.
Delegate Tran Thi Hoa Ry proposed: Local counterpart funds should not exceed 10% for components in ethnic minority and mountainous areas; resource allocation must be clear about people, work, and responsibilities; capital allocated to localities needs to be announced early, allocated promptly, and prioritized for specific contents, and major bottlenecks resolved.
Agree to extend disbursement time but must clarify responsibilities
Regarding the Government's proposal to extend the implementation period and disbursement of State budget capital for National Target Programs until December 31, 2026, delegate Tran Thi Hoa Ry basically agreed, in order to create conditions for localities to complete ongoing projects.
However, delegate Tran Thi Hoa Ry emphasized that it is necessary to clarify the authority and responsibility in disbursing prolonged capital; determine a plan to handle capital that the program has achieved its goals and no longer has beneficiaries, to avoid wasting resources.
Contribute to perfecting policies and improving the effectiveness of national target programs.
At the end of her speech, delegate Tran Thi Hoa Ry affirmed that her comments focused on ensuring the feasibility, sustainability and efficiency of public investment in the National Target Programs in the coming period.
From the specific characteristics of ethnic minority and mountainous areas to the requirement of quantifying goals and allocating resources reasonably, the delegate emphasized: "Integration to streamline and be effective, but not to simplify the specific and essential policies of ethnic minorities and mountainous areas."
