At the Conference, comrade Tran Quang Hieu, Deputy Director of the Administration Department (Office of the Party Central Committee) reported on the results achieved in implementing the Coordination Regulations between the Office of the Party Central Committee and the Guard Command, Ministry of Public Security in guard work (Regulation No. 01-QC/VPTW-BTLCV, dated March 1, 2022).

The report stated: The coordination between the Party Central Office and the Guard Command in recent times has been strengthened in many aspects, especially the exchange of information and documents, coordination in implementing the contents according to the Coordination Regulations, proactively assessing security and safety threats, grasping the program of activities, deploying forces, means, technical equipment, synchronously using professional measures according to regulations... The coordination work is carried out in accordance with the assigned functions and tasks and building a close and trusting relationship between the two agencies in the work of protecting the Party, protecting high-ranking leaders and protecting the Central Headquarters area.

Based on the signed content, the two agencies have actively and proactively coordinated, shared information, promoted the roles and responsibilities of the parties, ensuring timeliness, accuracy and confidentiality. According to the report, from 2022 to present, the coordination between the two agencies has been maintained and promoted, closely following the developments of the situation, the instructions of the leaders of the two agencies and the content of the Coordination Regulations. The exchange of information, documents and coordination in implementing protection plans and schemes always ensure confidentiality of content, timeliness of time, accuracy of location, quality, creating a close and trusting relationship between the parties.
The areas of information exchange and coordination between the two agencies focus on the following contents: Information exchange related to foreign affairs activities of Party and State leaders; programs of visits to Vietnam by international guests; especially important diplomatic events held in Vietnam and the political , foreign affairs, security and order situation that affect the work of ensuring security and safety of guarded objects...; coordination in organizing and protecting visits and working abroad of Party and State leaders; welcoming and protecting international delegations with guarded regimes to visit and work in Vietnam; coordination in implementing the work of organizing and ensuring absolute security and safety for international conferences hosted by our State and other diplomatic events; coordination in exchanging and training awareness, expertise and professionalism for officers of the two agencies, especially in reception and foreign communication for officers and soldiers...
Notably, in the work of protecting the Party Central Committee's Headquarters area, the leaders of the Guard Command have directed functional units to strengthen their grasp of the situation in the target area to be proactive in protection work; annually organize surveys, reviews, promptly detect loopholes to adjust and supplement the protection plan in the Party Central Committee's working area. At the same time, proactively organize meetings and reach agreement with relevant units of the Party Central Committee Office to strengthen inspection, control, and ensure security for people and vehicles entering and exiting important areas; strengthen technical equipment to serve and support protection work;...
In the work of protecting conferences and receiving guests at the Party Central Committee Headquarters, with the unity and close coordination between the two agencies in command, direction, and implementation, the absolute safety of meetings, work, and receptions of domestic and international guests has been ensured, especially the 13th Party Central Committee Conferences, meetings of the Politburo and Secretariat; receptions, phone calls, talks, signings, and receptions of international guests by Party leaders, and conferences held at the Party Central Committee Headquarters...
Emphasizing that the work of protecting the security and safety of the activities of senior Party leaders is one of the top priorities, the report also stated: Coordination work is carried out closely, privately and confidentially from exchanging information on the leaders' activity plans, developing advance plans, protection plans and appropriate protection plans; meeting with relevant agencies, units and localities to deploy security and safety checks on gifts, presents, items, cars, resting rooms, offices serving leaders, testing food before serving leaders...
In addition, the Guard Command has coordinated well with the Party Central Office and localities in developing plans and protection options, implementing reception, logistics, and service activities closely, flexibly, confidentially, and absolutely safely for the domestic and foreign work plans of the General Secretary and senior leaders of the Party and State.
The report affirmed that the above results were achieved thanks to the close coordination of the two agencies, clearly identifying the important role in coordination work, the Party Central Office and the Guard Command directed functional units to proactively build, consolidate and promote coordination relationships in performing tasks; the exchange of information and documents was highly effective; the work of summarizing and summarizing experiences was carried out regularly, creating a close and trusting relationship between the parties, preventing and stopping loopholes and shortcomings that could occur in protection work... absolutely ensuring the security and safety of high-ranking leaders of the Party, State, and the Central Headquarters area in the past time.

At the Conference, delegates discussed and contributed many enthusiastic opinions to the preliminary report on the implementation of the Coordination Regulations, which analyzed and pointed out difficulties, shortcomings, causes and proposed solutions.
The comments revolved around a number of contents such as: Solutions to improve the effectiveness of coordination between the Party Central Office and the Guard Command in protecting the General Secretary, the Standing Member of the Secretariat and the Chief of the Party Central Office; ensuring security and order for important events, conferences and international delegations operating at the headquarters of the Party Central Office; improving the quality of information in coordination to ensure security, safety, fire prevention and fighting in the protected area; ensuring logistics, service and ensuring absolute safety for the activities of key leaders, senior leaders of the Party, State and foreign delegations of the Party;...
Speaking at the Conference, Major General Hoang Dinh Chieu, Deputy Commander of the Guard Command, highly appreciated the achievements, results, and victories in the coordination work between the Party Central Office and the Guard Command in recent times. Regarding the comments at the Conference, the Major General emphasized 3 groups of proposals and recommendations related to coordination work, grasping the situation, exchanging information related to the objects and targets of guarding; on investing in facilities and technical equipment for guarding work; providing professional training for forces, including the guard force and the Office's guard team; thereby helping the two units better perform their common tasks, ensuring absolute security and safety of guarding targets, and preventing any negligence.

Concluding the Conference, Comrade Dang Khanh Toan, Deputy Chief of the Party Central Office acknowledged and commended the results achieved in the coordination work between the Party Central Office and the Guard Command in the past time; at the same time, informed and clarified a number of outstanding issues and requested relevant departments and units to fully absorb and synthesize opinions to report and ask for opinions from the leaders of the Party Central Office and the Guard Command for consideration and decision.
Emphasizing a number of tasks that need to be performed in the coming time, Deputy Head of the Party Central Office Dang Khanh Toan requested to study, review, amend and supplement the Coordination Regulations between the two agencies because some contents in the Regulations have changed, ensuring that they are suitable to the requirements and tasks in the new situation. Relevant departments and units under the Party Central Office continue to study, analyze and evaluate objective and subjective factors to better coordinate in performing tasks. In particular, it is important to separate the contents under the functions and tasks of the Party Central Office; the contents under the functions and tasks of agencies coordinating with the Party Central Office in performing tasks and the contents of recommendations and proposals to better implement the coordination mechanism with the Guard Command and with other agencies and units.

Deputy Chief of the Party Central Committee Office Dang Khanh Toan also suggested that the two sides continue to closely coordinate in exchanging and sharing information, ensuring the best implementation of coordination contents according to the Regulations as well as regular tasks according to the functions and tasks of the two agencies, especially in performing the important task at hand of absolutely protecting the security and safety of the 14th National Congress of the Party./.
