At the Department of receiving documents and returning results of Phan Rang Social Insurance, the working atmosphere is always urgent, professional and friendly. Coming to do the procedures to receive unemployment insurance benefits here, Mr. Pham Thanh Hoang (Phan Rang ward) shared: "Although I can do the procedures online, but because I am not familiar with technology, I went directly to the Social Insurance headquarters for instructions. The staff here are very enthusiastic, explained thoroughly and helped me complete the documents quickly". Not only handling the regime, the Social Insurance staff also advised and encouraged Mr. Hoang to continue participating in voluntary Social Insurance to ensure long-term benefits instead of receiving Social Insurance at a time. The image of the staff "both as a guide and a companion" is gradually becoming a daily beauty at Phan Rang Social Insurance.

Established on October 1, 2025 on the basis of reorganizing the previous grassroots social insurance units, Phan Rang grassroots social insurance is currently in charge of social insurance and health insurance in the wards of Phan Rang, Dong Hai, Bao An, Do Vinh and Xuan Hai commune. The area is large, the workload is large, the participants are diverse, however, the whole unit always promotes the spirit of responsibility, strives to innovate and strongly applies administrative reform solutions to bring the highest efficiency. After more than 1 month of operation (from October 1 to November 11), Phan Rang grassroots social insurance has received 7,276 records of all kinds. Of which, 84.27% of records are received via electronic transactions, 2.66% via postal services and 13.07% are received directly at the one-stop department. As a result, 5,136 applications were resolved on time and earlier than prescribed, the remaining are still within the processing period.
Promote the application of information technology
Identifying digital transformation and information technology application as the focus of administrative reform, Phan Rang Social Insurance has effectively exploited the professional software provided by Vietnam Social Insurance. Notably, the Health Insurance Appraisal System, the toolkit for centralizing policy management data, collection - book - card data... helps the unit shorten processing time, reduce errors and improve service quality.
At the same time, the unit is implementing a plan to encourage people to receive social insurance benefits through non-cash payment methods. This is a necessary step to modernize payment work, ensuring speed, safety, transparency and cost savings. "We aim for each person to receive their benefits as quickly and conveniently as possible, especially without having to worry about cumbersome procedures. Administrative reform must go hand in hand with digital transformation and take people's satisfaction as a measure" - Mr. Nguyen Trung Thanh - Director of Phan Rang Social Insurance emphasized. For the plan to be highly effective, Phan Rang Social Insurance requires functional departments to simplify the payment process, while increasing propaganda about the benefits of non-cash payments. The unit also closely coordinates with the police in authenticating and cleaning beneficiary data on the national population database, ensuring accurate information, avoiding duplication and fraud.
The efforts in administrative reform of Phan Rang Social Insurance have brought about positive initial results. The working process is increasingly streamlined, the payment is accurate and timely; especially, the dedicated service attitude of the staff has left a good impression on the people.
