In the period of 2020 - 2025, with the outstanding efforts of the entire social insurance sector, especially in localities associated with vibrant and creative emulation movements, the rate of people participating in health insurance and social insurance has increased, moving closer to the goal of universal insurance.
SPREAD POWER FROM COMPETITIVE MOVEMENTS
The period of 2020 - 2025 is a challenging time but marks impressive results of the Social Insurance sector of Tien Giang province and the former Social Insurance of Dong Thap province (now Social Insurance Region XXXIII), in which the emulation movement plays a role as a strong driving force to promote the development targets of health insurance and social insurance participants.

With the spirit of solidarity, discipline, creativity, breakthrough and development, right from the beginning of the period, Social Insurance Region XXXIII launched many widespread emulation movements, associated with the celebration of major holidays of the country and the industry.
Specifically, the emulation movements responded to the Government 's launches, typically including the movements: "The whole country joins hands to build new rural areas" for the period 2021 - 2025; emulation "For the poor - No one is left behind" for the period 2021 - 2025; "Cadres, civil servants and public employees compete to implement office culture" for the period 2019 - 2025; "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; "The whole country competes to build a learning society, promoting lifelong learning for the period 2023 - 2030"; "The whole country joins hands to eliminate temporary and dilapidated houses in 2025"...
"I believe that, with the spirit of solidarity, determination and always upholding the sense of responsibility in work, the Social Insurance collective in region XXXIII will continue to promote the achievements that have been made, promote emulation movements associated with the tasks of each unit and individual, emulation must be a strong driving force for development. Continue to further promote the role and responsibility of the leader, ensuring the principle of "clear people, clear work, clear responsibilities, clear time, clear results; promptly encourage and reward organizations and individuals with many achievements, initiatives, and good practices; at the same time, strictly handle violations in the performance of public duties and tasks; unite and unanimously build the Vietnam Social Security sector in general and the Social Security sector in region XXXIII in particular to be modern, professional, aiming at the satisfaction of people and businesses". |
The Social Insurance sector also launched annual thematic emulation movements, closely following assigned tasks such as: Emulation in implementing the development of voluntary social insurance, health insurance, unemployment insurance (UI); emulation in administrative reform and application of information technology, promoting digital transformation; emulation in implementing registration, installation and use of VssID application... which have been widely deployed from the province to the grassroots level, with the response and voluntary participation of all officials and employees, creating a vibrant emulation atmosphere, associated with the efforts of each unit and individual.
In addition, through emulation movements, hundreds of grassroots initiatives have been applied in the practical operations of the regional social insurance sector, contributing to bringing social insurance, health insurance and unemployment insurance policies to a large number of workers and people.
Deputy Director of Social Insurance Region XXXIII Vo Oanh Liet said that thanks to emulation movements and the determination of the whole system, the work of developing social insurance and health insurance participants has achieved very encouraging results.
Accordingly, the number of people participating in social insurance and health insurance has increased rapidly over the years, every year reaching and exceeding the plan assigned by superiors, specifically: In Dong Thap province, as of May 31, 2025, there were 1,504,571 people participating in health insurance, 49,915 people higher than in 2020; 108,183 people participating in compulsory social insurance, 10,269 people higher than in 2020; 29,134 people participating in voluntary social insurance, 12,530 people higher than in 2020.
In Tien Giang province: As of May 31, 2025, there were 1,592,839 people participating in health insurance, 82,110 people higher than in 2020; 211,959 people participating in compulsory social insurance, 21,278 people higher than in 2020 and 26,375 people participating in voluntary social insurance, 7,559 people higher than in 2020...
Many localities have approached and exceeded the target of 95% of the population participating in health insurance, showing that health insurance has truly become an important safety net, protecting the health of people from urban to rural areas.
In 2020, Dong Thap and Tien Giang Social Security were recognized as Excellent Labor Collectives for many years and were awarded Certificates of Merit by the General Director of Vietnam Social Security. In 2022, both Dong Thap and Tien Giang Social Security achieved Excellent Labor Collectives; Dong Thap province also received the Emulation Flag of Vietnam Social Security...
The numbers and emulation titles are vivid evidence of the continuous efforts of the collective of social insurance officers and employees, along with the close coordination with Party committees at all levels, local authorities and mass organizations, which have created a combined strength, helping emulation movements truly come to life, bringing about real results, contributing to ensuring social security in the region.
MANY SOLUTIONS TO INCREASE THE RATE OF PEOPLE PARTICIPATING IN SOCIAL INSURANCE AND HEALTH INSURANCE
Implementing the policy of streamlining the state apparatus to be more efficient, effective, and effective, and improving the quality of service to the people, the Social Insurance of Region XXXIII was established on the basis of merging the Social Insurance of 2 units: Dong Thap Province and Tien Giang Province, with its headquarters located in Tien Giang Province and officially put into operation from June 1, 2025. The total number of civil servants and employees as of June 1, 2025 is 408 people.

According to Social Insurance of Region XXXIII, up to now, the new apparatus has basically operated smoothly, but the journey towards the goal of universal insurance still has many challenges. The period 2025 - 2030 is identified as a pivotal period, requiring higher determination and more breakthrough solutions to bring the coverage rate of social insurance and health insurance to achieve higher targets, towards the sustainability of the social security system.
In the next 5 years, the entire social insurance sector will continue to adhere to the goal of expanding the coverage of social insurance and health insurance, striving to achieve the targets according to Resolution 28 of the Party Central Committee and the specific goals of each locality. The strategic vision is to build a multi-layered, flexible, modern social security system, ensuring that all people are protected and cared for in their health, and have a stable life when they are old or encounter risks.
To realize the above goals, the Social Insurance sector has set out many key tasks and solutions such as: Continuing to innovate and improve the effectiveness of propaganda and mobilization work, promoting the application of information technology, social networking platforms (Facebook, Zalo, TikTok...) to spread messages quickly, effectively and reach many audiences, especially the young generation and freelance workers.
Develop specialized propaganda contents and methods for each target group such as: Enterprises, workers in the informal sector, farmers, students, the elderly... Organize regular training for social insurance staff, collaborators, and propagandists, helping them master policies, communication skills, and answer people's questions in a professional and convincing manner. Improve service quality, especially the spirit and service attitude of officials and civil servants, taking people's satisfaction as a measure of work efficiency.
At the same time, diversify voluntary social insurance packages, research and implement voluntary social insurance packages that are more flexible in terms of contribution levels, payment methods, and payment periods to suit the financial capacity and working conditions of each group of subjects.
Strengthening links and coordination, continuing to promote the role of Party committees at all levels, local authorities, and mass organizations in directing, mobilizing, and supporting people to participate in social insurance and health insurance. Promoting the signing of inter-sectoral coordination regulations to create combined strength.
At the same time, promote administrative procedure reform and application of information technology, comprehensive digital transformation; continue to invest and improve information technology infrastructure, promote the application of management software, online public services so that people and businesses can carry out social insurance and health insurance procedures quickly and conveniently. Strictly control the situation of arrears, strengthen inspection and examination, resolutely handle acts of evasion and arrears of social insurance and health insurance, ensuring the rights of workers.
With synchronous solutions and high determination, the social insurance sector is firmly on the path to realizing the goal of universal insurance. This is not only a political task, but also a humanitarian mission, contributing to building a peaceful society where all people are guaranteed a life and the right to health care.
The road ahead is still full of challenges, but with the accumulated lessons and the spirit of innovation, we believe that the goal of universal insurance will become a reality, bringing sustainable security to each family and the whole society.
