The Ministry of Health has just held a workshop to solicit opinions on the direction of developing a project to implement the policy of free hospital fees. Experts emphasized that the main source of funding is based on the Health Insurance Fund, combined with the state budget, disease prevention fund and mobilization of social resources. At the same time, it is necessary to increase the health insurance premium according to the roadmap to ensure sustainability.

According to the roadmap proposed by the Ministry of Health, in the period of 2026-2027, people will receive free periodic health check-ups, and the near-poor and the elderly over 75 will have 100% of their medical examination and treatment costs covered by insurance benefits. The payment rate for medicines and medical services will be increased, and the insurance contribution rate is expected to increase to 5.1% from 2027.

In the 2028-2030 period, spending on health services will decrease by less than 30%, health insurance coverage will reach over 95%, contribution rates will increase to 5.4%, and supplementary insurance will be piloted. After 2030, the goal is to cover the entire population, exempt hospital fees within the basic service package, and health insurance contributions will increase to 6% from 2032. According to experts, resource diversification is the key factor to effectively implement this policy.
