On the evening of July 22, storm No. 3 was still active on land from Ninh Binh to Thanh Hoa, causing strong winds and heavy rain over a wide area. The storm caused 79 houses to have their roofs blown off and more than 107,000 hectares of rice to be flooded.

The Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) said that at 5:00 p.m. on July 22, storm No. 3 was still on land in the Ninh Binh - Thanh Hoa provinces, with strong winds of level 6-7, gusting to level 10. Many localities recorded very heavy rainfall: Sam Son (Thanh Hoa) 374mm, Chau Nga (Nghe An) 308mm. In the next 24 hours, the storm tends to weaken and gradually dissipate.
Initial damage statistics show that storm No. 3 has damaged 79 houses in Nghe An province. Regarding agricultural production, more than 107,000 hectares of rice were flooded, including 26,000 hectares in Hung Yen, 74,017 hectares in Ninh Binh, and 7,200 hectares in Thanh Hoa. The provinces are mobilizing water pumps to urgently prevent flooding and protect crops.
Along with flooding, storm No. 3 caused many notable dike incidents. In Hanoi, a 20m long longitudinal crack was discovered on the right dike surface of Cau bridge through Da Phuc commune. Local authorities have set up checkpoints, prohibiting people and vehicles from passing through. In Thanh Hoa, the left dike slope of Cung in Hoang Chau commune collapsed in 2 sections, with a total length of 65m. Ninh Binh province recorded a 5m long collapse of the Nam Quan Lieu dike slope in Nghia Son commune. The locality handled the situation in the first hour by covering it with tarpaulins and covering it with earthen sacks.
Responding to storm No. 3, provinces and cities in the storm's affected areas evacuated 12,485 people; of which Ninh Binh, Hai Phong, and Quang Ninh evacuated nearly 12,000 people due to the storm, Thanh Hoa and Nghe An evacuated nearly 800 people in flooded and landslide areas.
It is forecasted that from the evening of July 22 to the morning of July 23, Thanh Hoa and Nghe An provinces will continue to have 50-100mm of rain, with some places experiencing more than 200mm; in the south of Phu Tho and Son La, it will have 40-80mm of rain, with some places experiencing more than 120mm. Water levels on major rivers such as Chu and Ca rivers are rising rapidly, with some coastal stations exceeding alert level III.
