Implementing the National Action Program on the Elderly (NCT) for the period 2021-2030, the Provincial People's Committee has issued a plan on legal aid policy (LA) for the elderly, especially those facing financial difficulties. Mr. Tong Van Minh, Deputy Director of the Provincial State Legal Aid Center, said: The Center has developed a plan to communicate the LLA policy for the elderly in disadvantaged communes. Communication sessions are conducted in both common and ethnic languages in particularly disadvantaged villages, helping people to easily access and improve their understanding of policies and laws.
Since the beginning of the year, the Center has organized nearly 20 communication sessions in particularly difficult villages in 13 communes in the province, attracting nearly 1,000 participants and distributing 6,500 legal leaflets. At the communication sessions, legal assistants, lawyers and collaborators disseminated the 2017 Law on Legal Aid, documents guiding its implementation, introduced the functions and tasks of organizations and people implementing legal aid; provided guidance on procedures for requesting legal aid; and answered questions about the issuance of land use right certificates, rights and obligations of people receiving legal aid.
Mr. Lo Van Thich, Luan village, Chieng So commune, said: Every year, the staff of the Legal Aid Center propagates the Party's guidelines, the State's policies and laws, especially regulations related to the elderly. Thanks to that, the villagers clearly understand their rights and obligations, actively develop the economy , and build a prosperous and happy life.
In addition, the Center also coordinated with competent authorities to handle 244 new cases for 244 subjects, including 17 elderly people involved in criminal, civil and administrative cases. 100% of elderly people eligible for legal aid are provided free support upon request. A typical case is Ms. Tong Thi Sinh, Group 4, Chieng An Ward, who is disputing the right to use the land left by her parents, currently registered under the name of her nephew. Having difficulty protecting her rights, her family was referred to the Center. After receiving the application, the Center assigned a lawyer to provide legal support. Ms. Sinh shared: Although I am old and do not understand the law well, I feel very secure with the Center's assistance with procedures.
To strengthen the protection of the rights and legitimate interests of the elderly, the Center focuses on training and improving the skills of the support team; improving the quality and effectiveness of coordination with agencies and organizations, especially agencies conducting proceedings, and associations in communicating and guiding members to exercise their right to support as well as in implementing legal aid.
