According to the Ministry of Education and Training , implementing the Law on Civil Servants and documents guiding the implementation of the Law on Civil Servants, since 2015, the Ministry of Education and Training has completed the issuance of documents guiding codes, standards, appointments, and salary classification according to professional titles.
At the same time, prescribe standards, conditions, content, and forms of examination/examination for promotion of professional titles of teachers at all levels according to assigned authority, as a basis for localities to organize implementation.
However, through inspections at localities and educational institutions as well as surveys and information from reporting sources, the Ministry of Education and Training found that there are still some shortcomings in the work of promoting teachers such as: Some provinces according to the old administrative division in the period 2016-2025 have never organized promotions for teachers; some provinces have developed a project to promote teachers in 2024-2025 but have not approved it or have approved it but have not implemented it; in some provinces, the organization of promotions is not carried out synchronously between educational levels and between administrative units.
To ensure the rights of teachers who have devoted their time and met all the conditions and standards according to current regulations, the Ministry of Education and Training requests the People's Committees of the provinces to direct the implementation of reviewing the current status of teacher promotion work in the locality, report to the Ministry of Education and Training; continue to organize the review of professional titles of preschool and public primary school teachers in the province according to current regulations of law.
