On May 21, the Investigation Police Agency of Dong Hoi City Police announced that it had decided to initiate a criminal case, prosecute the accused and issue a 3-month temporary detention order for Le Toan (born in 1996, residing in Block 10, An My, Tam Ky City, Quang Nam Province), a reporter for a magazine (has been granted a press card) and Tran Thi Nhung (born in 1988, residing in Group 11, Nam Ly Ward, Dong Hoi City) for the crime of "Extortion of property".
According to initial investigation documents, after discovering signs of violations in some tourism service businesses in the province, Le Toan and Tran Thi Nhung met with the owners of these businesses, presented their press cards, boasted of having many wide relationships, provided some threatening and intimidating information and demanded that Toan be given about 40 - 50 million VND to let Toan forget everything.
If they refuse to pay, Toan will write articles in the newspaper reporting the violations, forcing these establishments to close and stop operating.
After several direct meetings and threats, on May 19, Le Toan called and asked Mr. LCH, the owner of a tourism service business in Bo Trach district, to come to Dong Hoi city to give Toan money, otherwise he would write an article and publish it in the newspaper.
Fearing that his family's business would be suspended, at noon that same day, Mr. H. went directly to meet and give Le Toan 30 million VND at a restaurant in Dong Hoi City.
Knowing the information of the above incident, the leaders of the Provincial Police directed the Internal Political Security Department (PA03), the Provincial Police to coordinate with professional units and Dong Hoi City Police to summon and fight with Le Toan and Tran Thi Nhung for the act of extortion of property.
The case is currently under further investigation.
