Specifically, at 2:45 p.m. on November 28, 2025, the Long Binh Border Guard Station working group coordinated with the Drug and Crime Prevention Task Force of the An Giang Provincial Border Guard Command, the Southern Drug and Crime Prevention Task Force, PC04 Department of An Giang Provincial Police, and Khanh Binh Border Guard Customs to patrol and control the Khanh An market area, An Hoa hamlet, Khanh Binh commune (An Giang province).
Through this, a man carrying a black bag from Cambodia illegally entered Vietnam. Seeing suspicious signs, the interdisciplinary working group proceeded to check the person and luggage.
The task force discovered two plastic bags with five stars, foreign characters and two plastic bags with flower prints inside the bag. All of the bags contained white crystals, suspected to be drugs. The man claimed his name was Pham Thanh Luong (born in 1980, residing in Quang Tri province), living in Cambodia .
On November 27, 2025, Mr. Sau (a Cambodian of Vietnamese origin) came to Luong's workplace and gave him a black bag with 4 plastic bags inside (Luong said it was unclear what was in it) and asked him to take it to the communal house in Khanh An commune, going towards Chau Doc. When he reached the area where the medicine was dried along the road, someone would receive it.
On the morning of November 28, 2025, Luong brought his belongings from Cambodia to Vietnam. When he reached the riverbank in the Khanh An Market area, he was asked by the border guards to be checked.
The suspect Pham Thanh Luong and the evidence were transferred to the Long Binh Border Guard Station to make a record of the arrest of the criminal red-handed for the act of "Illegally transporting drugs".
In addition, Luong admitted to having shipped for Mr. Sau twice. The first time, on November 11, 2025, Mr. Sau gave Luong 3 blocks of rocks and asked him to go to Dong Thap to deliver them. Luong agreed and took a car back to Vietnam to deliver them.
Luong gave the money to a young man in Dong Thap, who gave Luong 5 million VND as payment. Then, the subject continued to take a taxi to Ho Chi Minh City to give the remaining 2 money to a man.
According to Colonel Pham Van Thang - Commander of the Border Guard Command of An Giang province, this is a particularly large drug case, with a weight of more than 4kg (including Ketamine and Methamphetamine). Long Binh Border Guard Station has proposed handing over the case file, subjects, exhibits, and related vehicles to the Investigation Police Agency of An Giang Province Police for further handling according to their authority.
