Former Lao Cai Provincial Party Secretary Nguyen Van Vinh temporarily detained

On the evening of May 18, information from Lao Cai province said that Lao Cai Provincial Police had just issued a decision to prosecute and temporarily detain Mr. Nguyen Van Vinh, former Secretary of Lao Cai Provincial Party Committee, for the crime of "abusing position and power while performing official duties", stipulated in Clause 3, Article 281 of the Penal Code.

For the same crime, Lao Cai Provincial Police also prosecuted and temporarily detained Mr. Doan Van Huong, former Deputy Secretary of Lao Cai Provincial Party Committee; Mr. Ngo Duc Hoang, specialist of the Financial Planning Department (under the Vietnam Geological Survey, Ministry of Natural Resources and Environment).

According to Lao Cai province, the above decisions and prosecution orders have been executed after being approved by the People's Procuracy at the same level.

Previously, from around 8:00 p.m. on May 18, dozens of police and related forces mobilized vehicles and equipment to block all roads leading to Mr. Nguyen Van Vinh's house at 25 Cu Chinh Lan Street (Bac Cuong Ward, Lao Cai City, Lao Cai Province) to execute a search warrant.

On May 8, at the Party Central Committee headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to consider and discipline Mr. Nguyen Van Vinh, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Personnel Committee, and former Chairman of the People's Committee of Lao Cai province.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that Mr. Vinh had degraded in political ideology, morality and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, leading to many Party organizations and Party members violating and being criminally prosecuted.

This violation has caused very serious consequences that are difficult to overcome, causing huge losses and damage to State money and assets; causing social outrage, negatively affecting the reputation of the Party organization and local government.

At the mid-term conference of the 12th Party Central Committee, the Party Central Committee held on May 11, the Party Central Committee decided to take disciplinary action in the form of expelling Mr. Nguyen Van Vinh from the Party.

Mr. Nguyen Van Vinh was born in 1960 in Viet Hong commune (Tran Yen district, Yen Bai), with a bachelor's degree in economics from the National Economics University, majoring in agricultural economics. Mr. Vinh held the position of Chairman of the People's Council of Lao Cai province, term XV, 2016 - 2021 and Secretary of the Lao Cai Provincial Party Committee, term XV, 2015 - 2020.
