The ceremony was attended by Deputy Prime Minister Tran Luu Quang; Deputy Prime Minister, Minister of Foreign Trade and Foreign Investment of Cuba Ricardo Cabrisas Ruiz - Chairman of the Cuba-Vietnam Intergovernmental Committee and Vietnamese Minister of Construction Nguyen Thanh Nghi - Chairman of the Vietnam-Cuba Intergovernmental Committee along with official members of the delegations of the two countries.

Speaking at the closing ceremony, Cuban Deputy Prime Minister and Minister of Foreign Trade and Foreign Investment Ricardo Cabrisas Ruiz emphasized: The 41st session of the Cuba-Vietnam Intergovernmental Committee was honored to have the participation of Deputy Prime Minister Tran Luu Quang in the closing session, within the framework of his official visit to Cuba; thereby affirming the importance and interest of the Vietnamese Government in the economic , trade, financial, cooperative and scientific and technical relations between the two countries. Deputy Prime Minister Ricardo Cabrisas Ruiz thanked Vietnam for its support in providing and supporting rice, and helping to develop food and seafood production in Cuba; affirming that the cooperative relationship with Vietnam is strategic in the current context.

Mr. Ricardo Cabrisas Ruiz affirmed: To implement the contents of this 41st Session, the two sides have conducted many technical exchange sessions between experts of the two countries, reviewed the situation of bilateral economic cooperation, and planned short- and medium-term work on issues of mutual concern.

On the Cuban side, continue to systematically follow the new contents of the Minutes of this Session, in order to consolidate the effective and successful Intergovernmental Committee mechanism to enhance trade exchanges on the basis of mutual benefit and effectively contribute to Vietnamese enterprises investing in priority areas such as agriculture , tourism, renewable energy, etc., which have a direct impact on Cuba's socio-economic development plan, while achieving higher efficiency in implementing bilateral cooperation.

Overview of the meeting.

The two sides agreed to continue to focus on and promote the development of Vietnamese investment projects in Cuba, especially those established in the Mariel Special Zone, based on an assessment of the ongoing business situation and possible solutions to address remaining difficulties, with the aim of restoring production capacity for these projects to meet domestic demand and export to countries in the region.

Cuba prioritizes increasing the export of biotechnology and pharmaceutical products, evaluating the possibility of using Vietnam as a place to bring these Cuban products to other markets in the Asian region, including the provision of Cuban doctors. Cuba continues to pay special and close attention to the existing cooperation in the field of food production, especially projects aimed at increasing the production capacity of rice, corn and developing aquaculture in Cuba.

With the promotion of bilateral relations in many areas such as industry-agriculture, construction, biotechnology, tourism, culture and sports, Vietnam's position as Cuba's second largest trade partner in Asia is affirmed.

The minutes signed by the two sides are the highlight of this Session, affirming the urgency of the intergovernmental mechanism as a tool to guide work between the two countries with short, medium and long-term vision.

Highly appreciating the results achieved in the spirit of active work and high responsibility of the members of the two working delegations in this Session, Minister Nguyen Thanh Nghi affirmed: With a frank and constructive spirit, the two sides discussed and agreed on the contents and assessed the implementation of the Minutes of the 40th Session, focusing on the positive results achieved by the two sides, the remaining issues and proposed solutions to overcome the existing difficulties in implementing the agreement, thereby identifying feasible cooperation contents in the period of 2024-2025 based on the potential and needs of each side and on the basis of the priorities set out in the Medium-Term Bilateral Economic Agenda 2021-2025.

Minister Nguyen Thanh Nghi emphasized: The signed Minutes of the 41st Session will be the basis for both sides to implement and expand bilateral cooperation in the fields of economics and science and technology, while continuing to maintain and develop the traditional and special friendship between our two countries built by President Ho Chi Minh and Leader Fidel Castro and nurtured by the leaders of both sides. For the agreements to be effectively implemented, both sides must work together to overcome difficulties with appropriate and feasible implementation solutions in the spirit of comradeship and brotherhood, and the special traditional friendship and solidarity.

Minister Nguyen Thanh Nghi also expressed his confidence that the new achievements in economic, trade and investment cooperation will contribute to bringing economic cooperation to a level commensurate with the good political relationship between Vietnam and Cuba, and looked forward to welcoming the Cuban delegation led by Comrade Ricardo Cabrisas Ruiz to Vietnam next year 2025 to co-chair the 42nd Session of the Vietnam-Cuba Intergovernmental Committee.

With the presence of Deputy Prime Minister Tran Luu Quang, Deputy Prime Minister, Minister of Foreign Trade and Foreign Investment of Cuba Ricardo Cabrisas Ruiz and Minister of Construction of Vietnam Nguyen Thanh Nghi and official members of the delegations of the two countries, the signing ceremony of the Minutes of the 41st meeting of the Vietnam-Cuba Intergovernmental Committee was held.

Also at the closing ceremony, the Department of International Cooperation of the Ministry of Construction was honored to receive a Certificate of Merit from Cuban Minister of Construction Rene Mesa Villafana for its positive contributions to the cooperation between Vietnam and Cuba in the field of construction.
