Attending the conference were leaders of the provincial Social Insurance, Department of Health , specialized departments of health insurance regime and appraisal, along with representatives of professional departments, planning and organization, and leaders of medical facilities in the area.

According to the report, in the first 10 months of 2025, medical facilities in the province received 2,293,971 people, an increase of 3.4% over the same period in 2024. Of which, inpatient medical examination and treatment reached 326,506 (up 5.4%), outpatient medical examination and treatment reached 1,967,465 (up 3.1%). Total health insurance medical examination and treatment expenditure for 10 months was VND 2,218.4 billion, reaching 95% of the estimate assigned at the beginning of the year and an increase of VND 364.4 billion over the same period in 2024. This increase was 2.9% higher than the national average (the whole country increased by 16.8%). Inpatient medical examination and treatment expenditure reached VND 1,570.5 billion (up 20.7%), while outpatient medical examination and treatment expenditure reached VND 647.9 billion (up 17.3%).
At the conference, delegates raised a number of difficulties and problems in paying for health insurance, focusing on the following contents: Inspection of medical equipment and machinery according to Circular 05/2022/TT-BYT; unreasonable inpatient treatment costs in some disease groups; issues related to hospital beds and specialty coding.
Based on the discussion, the provincial Social Insurance and the Department of Health agreed to continue to closely coordinate to ensure full benefits for health insurance participants; at the same time, recommend competent authorities to remove obstacles in equipment inspection, specialized coding and hospital bed standards. The two sides also agreed to increase information exchange, update new regulations, analyze the causes of increased costs; make advances and timely payments to medical facilities and clarify the increased and over-budgeted costs.
Medical facilities are required to strictly implement regulations on preventing and combating profiteering and abuse of the health insurance fund; organize timely and adequate bidding for drugs and medical supplies, and prevent patients from having to buy them outside. The two provincial social insurance agencies and the Department of Health will promote the application of IT, digital transformation and build comprehensive coordination regulations to ensure safety and efficiency in the management and use of the health insurance fund.
