Mr. Nguyen Duy Ngoc - Secretary of the City Party Committee, Head of Steering Committee 57 of the Hanoi City Party Committee - chaired the conference.

Speaking at the main content orientation of the conference, Secretary of the City Party Committee Nguyen Duy Ngoc reviewed important activities since the Politburo issued Resolution No. 57 on December 22, 2024.
Accordingly, with the achieved results, Hanoi can affirm that the implementation of 7 key task groups of Resolution 57 is on the right track, in line with the direction of the Central Committee.
However, according to the Hanoi Secretary, besides positive results, there are still many limitations that need to be overcome soon to ensure the overall progress of the whole country.

The City Party Secretary pointed out 6 main groups of limitations affecting the progress of implementing 569 tasks and 13 common groups of difficulties that the Central Steering Committee had concluded.
Firstly , many interdisciplinary tasks do not clearly define output products, leading to uncertain quality and progress.
Second , the coordination and data sharing mechanism between agencies is still not synchronized. In many places, there is still a situation of "data separation and fragmentation", databases are not interconnected, and data standards lack uniformity.
Third , digital infrastructure and shared databases have not met requirements. Interconnection between blocks is still limited, business processes are not standardized, and lack connectivity, affecting work processing and public service provision.
Fourth, implementation capacity at the grassroots level is uneven. Some units have not arranged enough specialized personnel; system operators are weak; training has not met practical requirements.
Fifth , financial mechanisms and investment procedures for science and technology and digital transformation are still entangled, especially in the development of technical economic norms and unit prices for science and technology products.
Faced with the above reality, Mr. Ngoc requested the Department of Finance and the Department of Science and Technology to clarify the progress of completing 37 sets of norms and 37 price regulations, "when will they be completed and will the users of the funds be able to operate?".
Sixth , the Hanoi Secretary assessed that the proactive spirit of some units is still limited.
"We do not avoid and will protect those who dare to think and dare to do. But you must answer clearly: Have we really dared to do it?" - Mr. Ngoc said.
To ensure the completion of the target in 2025 and put the systems into synchronous operation from January 1, 2026, the City Party Secretary requested agencies to focus on implementing four major groups of tasks.
It is necessary to clearly assess the progress of each functional group and propose solutions to remove bottlenecks. In addition, the Hanoi Secretary also requested that the city identify key tasks for the last two months of 2025 and 2026.
It is necessary to select leading projects with the ability to be replicated, prioritizing data interconnection platforms, digitizing documents and providing direct services to people and businesses; and building a set of indicators to count transparent and substantive results.
Finally, the Hanoi Secretary requested to tighten the information and reporting regime.

Reporting on the implementation results of Resolution No. 57 of the Politburo, Mr. Truong Viet Dung - Vice Chairman of the Hanoi People's Committee - said that there are 7 key "bottlenecks" that are hindering progress and affirmed that the city will move to a "new state of action".
According to Mr. Dung, Hanoi will lead, direct and commit to completing all key tasks before December 31, 2025.
To fulfill the above commitment, he said that Hanoi will require all tasks to ensure the principle: "Clear people - clear work - clear deadline - clear products - clear responsibilities".
At the same time, the system for monitoring the implementation of Resolution No. 57 will be operated in real time, with 100% of units updating progress. Units that are late will be put on the weekly warning list from the beginning of next December.
Mr. Dung also pointed out the biggest bottleneck is outdated technology infrastructure and the situation where each commune/ward has to use an average of 20 operational software.
Faced with the above reality, Hanoi has proposed a series of urgent solutions such as transferring all public administrative service points at the commune/ward level to the City Center in November 2025.
At the same time, the Department of Science and Technology urgently purchases equipment and upgrades infrastructure for the facility before November 30, 2025.
In addition, the city will develop iHanoi into a "Super App" to serve people and businesses in the first quarter of 2026. Launch the Hanoi Data Center and cloud computing infrastructure from December 2025.
