Improve the quality of operations, ensure consistent leadership

Speaking at the opening of the conference, Secretary of the City Party Committee Nguyen Duy Ngoc said that at the conference, the City Party Executive Committee will consider important contents.

Firstly, carry out the process of personnel work, perfect and introduce the perfecting of key positions in the city's leadership after the congress, including Chairman of the City People's Council, Chairman of the City People's Committee, Vice Chairman of the City People's Council, Vice Chairman of the City People's Committee, Chairman of the City Party Committee's Inspection Committee and adjust the structure of the 18th City Party Committee Standing Committee.

Second, the meeting discussed and decided on many very important contents, not only for the immediate future but also for the long term, contributing to concretizing, organizing the smooth, breakthrough and responsible implementation of the Central's strategic decisions and resolutions in the capital, including 3 groups of contents on: Regulations and operating programs of the 18th City Party Executive Committee; inspection and supervision work of the City Party Committee and the socio- economic development of the capital.

Regarding the group of regulations and programs of activities of the 18th City Party Committee, Secretary of the City Party Committee Nguyen Duy Ngoc said that with a sense of responsibility and urgency, the Standing Committee of the City Party Committee assigned the City Party Committee Office to preside over and coordinate with Party committees, the City People's Council Party Committee, the City People's Committee Party Committee, and relevant agencies to develop and complete the regulations and programs of activities of the 18th City Party Committee.

It is required to promptly follow and update the Party's policies, strategic resolutions of the 13th Politburo , the resolution of the 18th City Party Congress with 2 strategic questions, 3 poles of creativity, heritage, intellectuals, technology and 7 key tasks according to the direction of General Secretary To Lam, along with promoting responsibility, strengthening the implementation of periodic review, counting and assessment to concretize and include them in the content of the city's documents.

Regarding the working regulations of the 18th City Party Committee, the draft working regulations of the 18th City Party Committee have been seriously prepared, closely following the regulations and instructions of the Central Committee and relevant legal regulations, especially the 2024 Capital Law and practical requirements, with the goal of further improving the quality of activities, promoting the role and responsibility of each comrade in the Executive Committee, Standing Committee and Standing Committee of the City Party Committee.

“On that basis, I would like to request delegates to study, discuss, and contribute their opinions on the following contents: Does the Regulation adhere to the regulations? Should any issues be adjusted or supplemented to suit current working practices? Especially the contents on decentralization, authorization, and assignment of responsibilities in the Standing Committee, the Standing Committee, the City Party Executive Committee, the periodic inspection and evaluation mechanism, and the work of preventing corruption, waste, and negativity, can it arouse the spirit of innovation, creativity, daring to think, daring to speak, daring to do, daring to take responsibility for the common interests of the city's leadership collective?,..”- The Secretary of the City Party Committee suggested.

Proposing innovative and creative policies

Regarding the working program of the City Party Committee, Secretary of the City Party Committee Nguyen Duy Ngoc said that the Action Program to implement the Resolution of the Congress is the orientation for the entire term and the annual program is to specify the implementation in each different stage. These are important documents, which can be considered as second-class documents, specifying the Congress resolution and the working regulations of the City Party Committee.

The City Party Secretary asked delegates to focus on discussing groups of issues, give opinions on adding or adjusting content each year and the entire term to perfect the programs; promote intelligence, contribute opinions, and propose content to be included in the work program.

At the same time, focus on giving opinions on assigning agencies and units to take charge of advising on the contents, especially the time and progress of completion, ensuring the 6 clear principles: Clear people, clear work, clear time, clear responsibility, clear products, clear authority, as a basis for periodically counting work and evaluating the level of task completion of agencies, units and leaders.

“Based on the achievements and results of the work of innovating leadership methods in the previous term, in this term, have we proposed any directives, specialized resolutions or additional, proposed contents on breakthrough and creative policies and guidelines for the Standing Committee and the Executive Committee to discuss and include in the work programs? For example, the Politburo currently has seven strategic resolutions, so what are the specific resolutions of the Capital on this content?” - the Secretary of the City Party Committee suggested.

Decentralize the entire commune and ward, transfer real power to the grassroots.

Regarding the inspection and supervision work of the City Party Committee, Secretary of the City Party Committee Nguyen Duy Ngoc proposed that the conference focus on discussing and giving opinions on the following contents: The assignment of tasks in the City Party Committee's Inspection Committee to effectively perform the assigned functions and tasks, proactively perform regular inspection and supervision tasks, in which the focus is shifted from inspection and handling to regular supervision, supervision from the beginning of resolutions, directives and conclusions to detect breakthroughs and highly effective innovations to replicate and promptly identify incorrect, slow and late work to correct, avoid major mistakes, create common development drivers for the city...

The City Party Secretary also asked delegates to give specific opinions on the number and content of inspections and supervisions in 2026 to meet the requirements set for the first year of the 2025-2030 term.

Regarding the decentralization of management of infrastructure, socio-economic fields, decentralization of revenue sources, expenditure tasks, and decentralization of task authorization to the commune level, the Secretary of the City Party Committee said that this decentralization has a particularly important meaning, transferring real power to the grassroots, synchronizing between strengthening decentralization, streamlining administrative procedures and promoting digital transformation, along with strict inspection, supervision, and post-inspection.

The Standing Committee of the City Party Committee requests synchronous implementation in all communes and wards. Therefore, it is recommended that the Executive Committee members and delegates focus on discussing and giving opinions on which tasks are still difficult and problematic so that this decentralization regulation can truly come into life, contributing to improving management efficiency, promoting the initiative of the grassroots, serving the people, serving businesses and creating development...

The City Party Secretary suggested that delegates focus on discussions and go straight to specific key issues so that we can decide on the necessity and effectiveness of long-term service for the development of sectors in the capital.

“The 2nd City Party Committee Conference is very important and decisive in implementing the Resolution of the 18th Party Congress. The workload is huge, but there is not much time. I request that you all concentrate your intelligence, promote the highest sense of responsibility before the Party Committee and the People of the Capital, and give your opinions on the documents submitted to the Executive Committee” - the City Party Committee Secretary requested.
