(Chinhphu.vn) - The Standing Committee of the Hanoi Party Committee has agreed with the proposal to thoroughly and comprehensively decentralize; transfer real power to the grassroots; synchronize decentralization, streamlining administrative procedures and digital transformation, coupled with strict inspection, supervision and post-inspection.

Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said at the second meeting of the Hanoi Party Committee, 18th term, held on November 12.

The second conference of the Hanoi Party Executive Committee, 18th term, reviewed nine important contents of the term; carried out procedures on personnel work, and completed and introduced key positions in the city's leadership after the congress.

The conference reviewed the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee for the 18th term, 2025 - 2030 term; the full-term work program of the City Party Executive Committee for the 18th term, 2025 - 2030 term; the 2026 work program of the City Party Executive Committee and the Standing Committee of the City Party Committee for the 18th term, 2025 - 2030 term; and the Action Program to implement the Resolution of the 18th City Party Congress, 2025 - 2030 term.

The conference carried out the process of personnel work, perfecting and introducing the perfecting of key positions in the city's leadership after the congress, including Chairman of the City People's Council, Chairman of the City People's Committee, Vice Chairman of the City People's Council, Vice Chairman of the City People's Committee, Chairman of the City Party Committee's Inspection Committee and adjusting the structure of the 18th City Party Committee Standing Committee.

Promote the spirit of innovation, dare to think, dare to do, dare to take responsibility for the common good

Speaking at the opening of the conference, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized: This conference discussed and decided on many very important contents, not only for immediate guidance but also for long-term orientation for the entire term, contributing to concretizing, organizing the smooth and responsible implementation of the Central's strategic resolutions in the capital.

According to the City Party Secretary, the contents presented at the conference were divided into three main groups: First, on the regulations and working program of the Executive Committee, including the working regulations of the Executive Committee, the Standing Committee, and the Standing Committee of the 18th City Party Committee; the action program to implement the Resolution of the 18th City Party Congress; the work program for the entire term and the work program for 2026.

Second, on inspection and supervision work, including the working regulations of the 18th City Party Committee's Inspection Committee; the inspection and supervision program for the entire term and the inspection and supervision program for 2026.

Third, on socio-economic development, including the decentralization of management of infrastructure, socio-economic fields, decentralization of revenue sources, spending tasks, and delegation of tasks to commune levels; along with the investment policy for the route connecting Gia Binh airport with the capital.

The Secretary of the City Party Committee said that the draft Working Regulations of the 18th City Party Committee were seriously prepared, closely following the regulations and instructions of the Central Government, current laws, especially the Capital Law 2024 and the practical requirements of the Capital. The goal is to improve the quality of activities, promote the role and responsibility of each member of the Executive Committee, the Standing Committee and the Standing Committee of the City Party Committee.

Secretary Nguyen Duy Ngoc asked delegates to focus on researching, discussing, and giving comments to perfect the regulations, ensuring their suitability to reality, especially in terms of decentralization, authorization, assignment of responsibilities, periodic inspection and evaluation mechanisms; at the same time, ensuring the prevention of corruption, waste, negativity and arousing the spirit of innovation, creativity, daring to think, daring to speak, daring to do, daring to take responsibility for the common good.

"The City's current workload is very large, with many difficult and urgent tasks requiring focused and synchronous leadership and direction from the Party Committee and the entire political system. Therefore, the regulations must create favorable conditions to promote responsibility, collective intelligence, and improve management and operation efficiency," the City Party Secretary emphasized.

Build a comprehensive, focused, and key program for the entire term

Regarding the group of regulations on the operating program of the 18th City Party Executive Committee, the Standing Committee of the City Party Committee requested to promptly follow and update the Party's policies, strategic resolutions of the 13th Politburo, the resolution of the 18th City Party Congress with two strategic questions, three creative poles: "Heritage, knowledge, technology" and 7 key task requirements according to the direction of the General Secretary, along with promoting responsibility, strengthening the implementation of periodic review, counting and assessment to concretize and include them in the content of the city's documents.

Regarding the entire term's work program and the 2026 work program, Secretary of the City Party Committee Nguyen Duy Ngoc said these are important documents, specifying the Congress Resolution, and are considered the "second layer of documents" directly directing the implementation.

According to the draft work program for the entire term, it is expected that there will be 27 City Party Committee conferences, with 117 resolutions. Meanwhile, the work program for 2026 is expected to have 5 Executive Committee meetings, 24 Standing Committee meetings, with 108 resolutions.

The action program to implement the Congress Resolution includes 184 groups of tasks, solutions, projects and proposals on Party building, socio-economic development, ensuring national defense and security and other key areas.

The City Party Secretary requested delegates to promote their intelligence, contribute specific opinions, supplement and adjust the content for each year and the entire term; clearly define responsibilities, time, progress, and presiding agencies, ensuring the "six clear" motto: Clear people, clear work, clear time, clear responsibilities, clear products, and clear authority.

Synchronizing decentralization, streamlining administrative procedures and digital transformation

One of the key contents discussed in depth is the decentralization of management of infrastructure, socio-economic fields, revenue sources and expenditure tasks among the City's government levels.

According to the Secretary of the City Party Committee, the Standing Committee of the City Party Committee has met, agreed on direction and consulted with departments, branches and communes to complete regulations on decentralization of management. The Standing Committee of the City Party Committee has agreed on the proposal to thoroughly and comprehensively decentralize, synchronizing decentralization, streamlining administrative procedures and digital transformation, along with strict inspection, supervision and post-inspection.

Delegates were asked to discuss thoroughly to ensure that the decentralization regulations are actually put into practice, overcoming difficulties and obstacles, especially in human resources, coordination mechanisms, administrative procedures, etc., so that from December 1, units can implement them immediately, without going through a transitional period.

Discussing investment policy for the route connecting Gia Binh airport with the capital

Regarding the investment policy for the project to build a route connecting Gia Binh airport with Hanoi capital, the City Party Secretary said: This is a project with a total investment of more than 32,000 billion VND, implemented under the public-private partnership (PPP) method, BT contract, under the authority of the City Party Committee for the City People's Council to consider and decide.

This route plays a special role in regional connectivity, expanding development space to the Northeast, increasing synchronization in the capital's planning, creating momentum for urban, industrial and logistics development in the area north of the Red River.

The City Party Secretary asked delegates to focus on discussing the necessity and long-term effectiveness of the project, ensuring focused and key investments to serve the sustainable development of the capital.

Secretary of the City Party Committee Nguyen Duy Ngoc emphasized: "The second City Party Committee Conference is very important and decisive in implementing the Resolution of the 18th City Party Congress. The large amount of work and limited time require comrades to concentrate their intelligence and promote the highest sense of responsibility before the Party Committee and the people of the Capital."
