On the morning of November 11, the Ho Chi Minh City Party Committee held a conference to review the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress term.

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang chaired the conference with the participation of representatives of the Central Internal Affairs Committee , along with leaders of the Standing Committee of the City Party Committee, People's Committee, People's Council, Vietnam Fatherland Front Committee of Ho Chi Minh City, leaders of departments, branches and the Steering Committee for Anti-Corruption and Negative Behavior of Ho Chi Minh City.
Speaking at the conference, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the first principle in the work of preventing and combating corruption, negativity and waste in Ho Chi Minh City is determination.
“The city’s anti-corruption work has not been neglected, has not cooled down, and has no forbidden zones. With the current scale and rapid development speed, if not strictly controlled, the risk of negativity arising will be higher than in many other localities,” the City Party Secretary affirmed.

According to him, after merging and reorganizing the two-level local government model, Ho Chi Minh City is shouldering a larger workload than before, requiring the work of preventing and combating corruption and waste to be given a higher priority, more strictly and more regularly.
Secretary Tran Luu Quang said the second principle is “prevention is better than cure”. He shared: “Many people who have been involved in violations say ‘if only I had been reminded back then’. Our task is to make sure that as few people as possible have to say the two words ‘if only’.”
He cited that, during a working session with local universities, statistics showed that Ho Chi Minh City previously managed about 13,000 public real estate properties, which increased to about 20,000 real estate properties after the merger. “We are holding resources equivalent to several hundred billion USD. If we do not manage well, losing assets is also a shortcoming and a violation,” he emphasized.
The City Party Secretary said that in the coming time, Ho Chi Minh City needs to coordinate synchronously between agencies and the entire political system, and at the same time patiently listen to the people, including officials who have committed violations, to prevent and handle violations in a sympathetic and reasonable manner.
“HCMC used to be a shining star of creativity. Why don’t we think about finding new ways of behaving and principles to remove institutional obstacles?” he asked.

Secretary Tran Luu Quang also requested the City Party Committee's Internal Affairs Committee - the standing body of the Steering Committee for Anti-Corruption, Wastefulness and Negativity of the city and relevant functional agencies to be flexible in their approach. Accordingly, it is possible to apply legal regulations in a more "open" way than the current way. In addition, apply digital transformation, and at the same time learn good practices from other localities, then adapt and implement them in the city.
Finally, the leader of the Ho Chi Minh City Party Committee advised the cadres who carry out the work of preventing and combating corruption, negativity and waste to be the first to set an example. “I will direct severe punishment if those who do this work violate the law. The punishment may be doubled or tripled. This is fair and just because you are the ones who judge others, so you yourself must be kind first,” Mr. Tran Luu Quang emphasized.
