
On the afternoon of December 9, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee met with the science and technology community, innovation and start-up community, with the theme "Ho Chi Minh City aims to become a digital economic center and an international-class innovation and start-up center".
Also attending the meeting were comrades: Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee; Prof. Dr. Tran Hong Thai, Permanent Vice President of the Vietnam Academy of Science and Technology; Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee; Lam Dinh Thang, Director of the Ho Chi Minh City Department of Science and Technology; Nguyen Viet Long, Deputy Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee; scientists, technologists, and innovative startups.

At the meeting, Ho Chi Minh City leaders listened to and discussed with scientists, technology, and innovative startups to help Ho Chi Minh City move towards becoming a digital economic center; a center for innovation and startups of national and international stature.

Accordingly, delegates discussed mechanisms and solutions to strongly promote the development of science and technology and innovation; how science and technology can make greater contributions to the city's socio-economic development.
Delegates also raised the issue of what the city needs to implement to continue to be a pioneer and breakthrough in science, technology and innovation.

City leaders also listened to businesses and scientists offer solutions, propose policies, and resources for science and technology development and innovation.
Along with that are breakthroughs in implementing Resolution 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
In the recent period, science, technology and innovation have affirmed their role as important driving forces for the growth of Ho Chi Minh City. The city has achieved positive results as a foundation for future development.

Currently, the city is ranked 2nd in the Digital Transformation Index and the National Innovation Index. The city's innovative startup ecosystem is ranked 110th globally and 5th in Southeast Asia. A very favorable factor in digital financial activities is that the city has risen to 30th in the world in blockchain.
The city has persistently and synchronously implemented many key groups of solutions. These include building many unique and outstanding mechanisms and policies to attract talent and investment capital, providing non-refundable financial support for innovation, preferential salary policies, and establishing research centers that meet international standards.

In addition, Ho Chi Minh City strives to reform administration and attract investment in the fields of science, technology and innovation. In particular, the city focuses on training human resources in depth and breadth.
In the next 5 years, the city has identified a number of major goals, including digital economy accounting for 30-40% of GRDP; becoming an international-class Innovation Center by 2030; a creative startup ecosystem in the Top 100 most dynamic cities globally and having at least 5 international-standard research centers in strategic technology fields.

To achieve this goal, Ho Chi Minh City is implementing three strategic breakthroughs, including mechanisms, policies and investment attraction.
Along with that is a breakthrough in strategic technology and an innovative ecosystem.
Prioritize the development of technologies that are strengths such as artificial intelligence, cloud computing, semiconductor chips, robots, blockchain, and biomedicine; establish a fund to support startups according to a new model, attract capital from venture capital funds. At the same time, focus on supporting resources for potential innovation centers.
The next strategic breakthrough is digital governance and digital human resources. Accordingly, Ho Chi Minh City accelerates the development of digital data and digital platforms for the city government to perfect its data-based management model.
The city also promotes "Four Houses" cooperation (Schools - State - Enterprises - Investment Funds, Banks), in addition to technological diplomacy and attracting international experts. At the same time, it promotes the development of digital human resources to maintain and promote the city's position.
