
Participating in the discussion, Comrade Y Thanh Ha Nie Kdam, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Lam Dong Provincial Delegation to the National Assembly, presented a paper on the topic "Strengthening the political system in ethnic minority areas".
The content of the discussion stems from local realities, aiming to contribute to clarifying solutions for building a strong grassroots political system and strengthening the people's trust in the Party.

Practical realities in ethnic minority areas of Lam Dong province.
According to the Provincial Party Secretary, Lam Dong currently has 75 communes with a large ethnic minority population, comprising nearly 700,000 people, accounting for 17.6% of the province's total population.
Over the past period, Party committees and authorities at all levels in the province have consistently paid attention to leading and directing ethnic affairs; issuing and implementing many resolutions, programs, projects, and plans to build the political system and promote socio -economic development in ethnic minority areas.
As a result, the appearance of ethnic minority areas has gradually changed; the material and spiritual lives of the people have improved significantly. Emphasis has been placed on building the grassroots political system, especially on training, developing, and utilizing ethnic minority cadres. Many well-trained cadres have risen through the ranks from the grassroots level and now hold important positions within the political system.

National target programs have been implemented synchronously and effectively. To date, 100% of communes have roads leading to their centers, cultural centers, and health stations. The Fatherland Front system and political and social organizations have continuously innovated their content and methods of operation, focusing on being closer to the people and grassroots; effectively fulfilling their roles in social supervision and criticism; developing membership among ethnic minorities; and promoting the role of influential individuals and key political forces in the community.
Besides the achievements, the discussion also frankly pointed out many difficulties and challenges. Socio-economic development conditions still vary significantly between regions; the lives of some ethnic minority people in remote areas remain difficult. The multidimensional poverty rate among ethnic minorities is still 9.18%; average income is only about 45-47 million VND/person/year, about 45% lower than the provincial average.
Some outdated customs and practices still persist, affecting economic development and social progress, highlighting the urgent need to further strengthen the grassroots political system.

Proposing several key solutions.
Based on that experience, the delegation of the Lam Dong Provincial Party Committee proposed to the Central Committee to continue strengthening the political system, consolidating clean and strong grassroots Party organizations comprehensively; improving the quality of Party members and the leadership and management capacity of Party committees at all levels, especially in ethnic minority areas.
At the same time, it is necessary to focus on training, planning, assigning, and utilizing a team of ethnic minority cadres and civil servants who are truly virtuous, talented, dynamic, creative, and willing to think, act, and take responsibility; and to continue implementing preferential and specific policies and appropriate remuneration schemes so that cadres can work with peace of mind and remain committed to the grassroots level in the long term.

Speaking at the meeting, Comrade Y Thanh Ha Nie Kdam emphasized: “Building a truly effective and efficient government system; effectively implementing decentralization and delegation of power associated with administrative procedure reform; promoting the application of information technology and digital transformation in the operations of local governments at both levels; effectively implementing national target programs in accordance with the practical situation, linked to the preservation and promotion of cultural values.”
In addition, it is necessary to focus resources on investing in regional socio-economic infrastructure, especially synchronized and smooth transportation infrastructure; developing multi-value, sustainable ecological agriculture associated with community tourism; and effectively implementing forest protection contracts linked with livelihood support, job creation, and income improvement for ethnic minority communities.
The Secretary of the Lam Dong Provincial Party Committee also requested continued innovation in the content and methods of propaganda and mobilization of the people, promoting the application of digital technology; strengthening communication and education on cybersecurity, helping people to identify and proactively combat fake news, misinformation, and inflammatory rhetoric that divides the national unity.
Simultaneously, we will promote patriotic emulation movements and the "Skilled Mass Mobilization" movement; strengthen the building and development of the role of key political figures and influential individuals among ethnic and religious communities; and mobilize the people to preserve, protect, and promote traditional cultural identity, consolidate solidarity, and foster national pride.
As the country enters a new stage of development with many intertwined opportunities and challenges, the presentation by the Secretary of the Lam Dong Provincial Party Committee at the 14th National Congress emphasized the crucial importance of consolidating the political system in ethnic minority areas, contributing to ensuring political and social stability, sustainable development, and strengthening the people's trust in the Party.
