This morning, January 19th, the 14th National Congress of the Communist Party of Vietnam is taking place in Hanoi. This event is not only a significant political milestone, but also a time to reflect on a challenging term, and to clearly define the requirements and determination for the new development path in the 2026-2031 period.

The 13th National Congress of the Communist Party of Vietnam concluded in an unprecedented and extraordinary context. The Covid-19 pandemic, geopolitical shifts, regional conflicts, global inflation, and supply chain disruptions profoundly impacted all aspects of socio-economic life. In this context, maintaining political, economic, and social stability, ensuring social security, achieving rapid economic recovery, and effectively controlling the pandemic were fundamental achievements.

Another important achievement of the 13th Party Congress term was the determination to rectify the Party, strengthen discipline and order, and combat corruption, waste, and negative phenomena. Party building work was implemented comprehensively and seriously, without any "forbidden zones," contributing to consolidating social trust and creating a stable political environment for development.

Economically , a series of strategic infrastructure projects have been launched and implemented nationwide, such as the North-South expressway, ring roads, Long Thanh airport, energy infrastructure, and logistics. These projects not only create short-term growth momentum but also open up new development opportunities, laying the foundation for regional connectivity and enhancing the long-term competitiveness of the economy.

Domestically, the limitations of the current growth model are becoming increasingly apparent. Growth still relies heavily on investment capital, resource exploitation, and cheap labor; labor productivity is improving slowly; and science and technology and innovation have not yet truly become the main driving force...

At the recent international press conference on the 14th National Congress of the Communist Party of Vietnam, Comrade Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, stated that the most significant and overarching new point in the draft documents submitted to the 14th National Congress is the establishment of a new growth model for Vietnam based on higher productivity, quality, and added value. In addition, the three strategic breakthroughs in institutions, human resources, and infrastructure are also concretized in a way that aligns with new development requirements. Institutions must remove bottlenecks hindering development; build institutions for science and technology, digital transformation, innovation, and increased labor productivity...

Another key issue is the role of the private sector. In the context of a volatile global economy, the domestic private sector serves as a crucial "buffer" helping the economy increase its self-reliance. Continued institutional reforms, removal of barriers, and the creation of a level playing field will determine the sector's ability to become a central driving force for growth in the coming period.

The 14th National Congress of the Party is expected to be a congress of strategic choices, where a development path suitable to the new and volatile context will be established.

The opening of the 14th National Congress not only ushers in a new term, but also sets forth new demands for action. The success of the congress will be measured by its ability to transform orientations into effective policies, and aspirations for development into concrete results, so that we can seize opportunities, overcome challenges, and confidently enter a new stage of development.
