With great potential for tourism exploitation and development, Thanh Hoa province has set a goal: Promoting rural tourism development associated with promoting the potential and advantages of agriculture, craft villages, culture and ecological environment. Thereby, contributing to improving the quality of life of rural residents; at the same time, shifting the rural economic structure towards multi-value integration, inclusiveness and sustainable development.

Agricultural and rural tourism is a type of tourism that can bring visitors both familiar and new and unique experiences. When choosing this type of tourism, visitors will have interesting experiences, such as trying to be a farmer, making handicrafts, visiting traditional craft villages, shopping for souvenirs, regional specialties... or simply checking in at beautiful countryside scenes such as banyan trees, wells, communal houses, lotus ponds, ancient houses, village gates, small alleys... These are both familiar experiences, because the countryside is inherently the "cradle" that produces and nurtures the roots of national culture; is the root that nurtures the good traditions of "When drinking water, remember its source", "Many red silk covers the mirror/ People in the same country must love each other"... And it is also strange that when starting from the potential and advantages of the destination - such as the beauty of the bright - green - clean - beautiful countryside and the increasingly abundant and rich material, cultural and spiritual life of the people - State management agencies, local authorities, especially those working in tourism, and indigenous communities build attractive tourism products for tourists.

In fact, based on the available potential and advantages, some localities in the province have initially exploited tourism services and brought about positive results. For example, based on the relatively diverse and effective preserved ecosystem and traditional culture, some highland districts such as Quan Son, Quan Hoa, Ba Thuoc, Lang Chanh, Thuong Xuan have been promoting the development of eco -tourism , resorts, entertainment in special-use forests, protective forests (resorts associated with exploring, experiencing natural landscapes, learning about biodiversity...) and community tourism . Typical examples include Ben En National Park, Pu Luong Nature Reserve, Xuan Lien... These types of tourism are increasingly appreciated and are contributing to improving the seasonal factor for Thanh Hoa tourism (which depends heavily on beach resort tourism ); at the same time, they are products oriented to develop into typical tourism products of Thanh Hoa.

According to statistics, the province currently has 116 recognized craft villages; 346 provincial OCOP products ranked from 3 to 4 stars and 1 5-star product; 16 points of display and sale of OCOP products, regional specialties, traditional handicrafts. This is the basis for exploiting additional vocational tourism products, which can complement agricultural and rural tourism. In particular, developing OCOP products from agricultural, non-agricultural, and service products with advantages of each locality according to the value chain, complying with quality standards; at the same time, researching and building OCOP products associated with tourism development is a direction that needs to be promoted. Because tourism is not only a very potential promotional channel, but also an extremely effective consumption channel for OCOP products of Thanh Hoa. In addition, the province currently has about 10 agricultural farm models combined with tourism. Some models that have been put into operation have initially attracted the attention of tourists and brought about efficiency such as Queen farm, Linh Ky Moc ecological farm, T-Farm, Golden Cow farm, Anh Duong farm...

In particular, the initial results from the process of building new rural areas (NTM) have created a new look for many rural areas of Thanh Hoa. That is, the socio-economic infrastructure system has been strengthened in a synchronous direction; the economy, society and environment have developed more and more harmoniously; the environment and landscape are brighter - greener - cleaner - more beautiful; traditional cultural values are preserved; political security is maintained... As of mid-June 2023, the whole province had 12 district-level units meeting the standards and completing the task of building NTM; 359 communes, 700 mountainous villages and hamlets have met NTM standards; 80 communes have met advanced NTM standards; 14 communes have met model NTM standards. This is also the premise and great advantage for our province to exploit to serve the development of agricultural and rural tourism, aiming to shift the rural economic structure towards multi-value integration, inclusiveness and sustainable development.

Based on that requirement, on April 14, 2023, Thanh Hoa Provincial People's Committee issued Plan No. 90/KH-UBND on implementing the "Rural tourism development program in building new rural areas in the period of 2023-2025, Thanh Hoa province"; in which it is determined that: Rural tourism development is one of the key solutions and tasks of the National Target Program on building new rural areas in the period of 2021-2025, on the basis of changing the mindset from agricultural production to rural economic development, contributing to supporting localities to effectively and sustainably implement new rural criteria. The plan also sets specific goals by 2025: Developing and standardizing rural tourism destinations and products; 50% of rural tourism service establishments are recognized as meeting standards for serving tourists; Strive for each rural district with tourism potential to build at least 1 model of a specific agricultural and rural tourism chain...

To achieve the above objectives, aiming at the ultimate goal of creating unique and attractive tourism products that bring high economic value, first of all, the province and localities need to prioritize focusing investment resources on organizing the space of tourist areas and spots; synchronizing infrastructure and completing facilities for tourism; building points and centers for displaying, introducing and selling agricultural products, traditional craft products, and souvenirs that meet the quality of tourists. Along with that, focus on organizing activities and managing destinations. At the same time, pay attention to training human resources; promoting; connecting tours and tourist routes with destinations in the province.

In addition, it is necessary to pay special attention to building agricultural and rural tourism products that are high in quality, diverse, different, experiential and have high added value, are regional and market-oriented, and are suitable for the needs of each tourist group. At the same time, diversify products, focus on developing new products, are highly competitive and keep up with the trends and tastes of tourists. Along with exploitation, the province also needs to have policies to preserve and promote cultural spaces and historical relics; support the preservation, restoration and development of craft villages, restore models of production of traditional specialties... to serve tourists through practical experiences. From there, contribute to creating increasingly complete and attractive agricultural and rural tourism products to retain tourists.
