Digital transformation will be difficult to succeed if the people remain uninvolved. Recognizing this, many localities in Hanoi are implementing the "Digital Literacy Movement" in a practical, people-oriented, and people-centered manner.
In Cua Nam ward, a central area of Hanoi, digital transformation has been identified as a key political task linked to building a civilized and modern urban area. The ward Party Committee emphasizes that the people are both the subjects and the direct beneficiaries of the achievements of digital transformation.
To bring technology closer to the community, the ward has leveraged the role of the Fatherland Front and socio-political organizations in disseminating information, providing guidance, and supporting people in accessing the digital environment. Content on digital transformation is no longer presented in a rigid, dry manner but is instead presented in a more visual, easy-to-understand, and multi-platform way.
Through Party branch and neighborhood group meetings, along with the utilization of social media platforms like Zalo, Facebook, and fan pages, information about online public services, digital payments, electronic identification, and online safety skills has been conveyed more vividly to the people. Infographics, short videos, and visual guidebooks have helped people, especially the elderly, gradually become familiar with digital technology.

One of the highlights in Cua Nam is the establishment of community-based digital technology teams, with youth union members as the core force. These community-based digital technology teams directly "go door-to-door," assisting people in installing applications, using online public services, making cashless payments, and accessing essential digital platforms for daily life.
Many "Digital Literacy Classes" are also organized right in residential areas to popularize basic digital skills among the people. From using VNeID and looking up administrative procedures to accessing digital platforms for learning, healthcare, shopping, etc., people are gradually seeing the practical benefits that digital transformation brings.
This movement also closely follows the Party and Government's major orientation on popularizing digital knowledge among the entire population. Resolution No. 57-NQ/TW of the Politburo stipulates that the development of science, technology, innovation, and national digital transformation must be people-centered. In that spirit, Plan No. 01-KH/BCĐTW on implementing the "Popular Digital Education" movement aims to popularize basic digital skills among a large number of people in the coming period.
As the state management agency for science, technology, and digital transformation, the Ministry of Science and Technology is also promoting many programs to popularize digital skills, train in AI, data, and digital technology for the community; and coordinating the deployment of the "Digital Literacy Platform" to help people access digital knowledge more easily.
Experience in Hanoi shows that digital transformation is only truly effective when it begins with the practical needs of the people. From small classes in residential areas to community technology support groups, the "Digital Literacy Movement" is gradually contributing to the formation of digital citizens, a digital society, and a civilized urban lifestyle in the new era.
