In 2022, Binh Thuan focused on implementing many sustainable poverty reduction solutions and achieved positive results. During the year, 2,030 households escaped poverty, a decrease of 0.62% compared to the beginning of the year. Promoting the achieved results, in 2023, Binh Thuan strives to continue to reduce the poverty rate by 0.52%.
In 2022, the province has implemented relatively synchronous and timely poverty reduction policies, especially policies to support production development in ethnic minority areas. Thanks to that, the lives and incomes of people in general and the majority of the poor have improved significantly. Regular support policies for poor and near-poor households such as preferential credit, healthcare,education , and housing have been implemented promptly. Up to now, infrastructure in ethnic minority areas, poor districts, poor communes, border communes, coastal areas, and islands have been prioritized for investment resources. Binh Thuan has basically resolved the situation of ethnic minority households without residential land and production land. The whole province has more than 2,000 households escaping poverty.
My Thanh is a mountainous commune of Ham Thuan Nam district, most of the people are ethnic minorities. Harsh weather, arid land, combined with backward farming methods make agricultural production ineffective, people's income is unstable. Therefore, the poverty rate in this mountainous commune is among the highest in the province. Many specific policies, along with investment projects, have been implemented locally to help people have conditions to develop the economy . In October 2022, the Department of Labor, War Invalids and Social Affairs of Binh Thuan province implemented a poverty reduction model to support 5 households raising cows, each household receiving 1 cow, with a total implementation cost of 180 million VND. This is considered an important solution to help people escape poverty and in the long term, to prevent them from falling back into poverty as before.
Lack of capital and means of production is also one of the reasons why the poverty rate in many places in the province is still high, especially in rural areas, mountainous areas, ethnic minority areas, and economically disadvantaged areas. Therefore, creating conditions for poor and near-poor households to access preferential loans from the social policy credit program is very necessary, helping borrowers boldly change the structure of crops and livestock with high economic value. Thereby helping them have a stable source of income, improve their living standards, gradually escape poverty and escape poverty sustainably.
The results of the review of poor and near-poor households at the end of 2022 showed that Binh Thuan still had 8,659 poor households (accounting for 2.58% of the total number of households in the province) and 14,355 households, accounting for 4.27% of near-poor households (accounting for 4.27% of the total number of households in the province). Of which, the number of poor ethnic minority households accounted for 32.35%. The above results were achieved thanks to the Party Committees and authorities of Binh Thuan province having effectively implemented policies on socio-economic development, including economically disadvantaged areas and ethnic minority areas; Support preferential credit loans for poor and near-poor households to invest in production development, cultivation, livestock, business as well as care and support for healthcare, education... In 2023, Binh Thuan strives to reduce the poverty rate to 2.06%, a decrease of 0.52% compared to the end of 2022.
Binh Thuan's socio-economy is increasingly developing, the appearance of urban, rural and mountainous areas has changed significantly, the gap between rich and poor in regions and areas is gradually narrowing; political security and social order and safety are ensured. It is believed that in 2023, Binh Thuan will achieve the poverty reduction target according to the set targets.
