
The conference was attended by representatives from the leadership of: provincial departments and agencies; members of the Standing Committee of the Party Committee of the Lai Chau Provincial Military Command; leaders of communes and wards; and comrades who received decisions appointing them as Commanders of the Commune/Ward Military Commands...
At the conference, the leaders of the Provincial Military Command announced the decision of the Minister of National Defense on the reorganization of the commune and ward-level Military Commands; the decision of the Chief of the General Staff of the Vietnam People's Army on the issuance of the organizational and staffing plan for the commune, ward, and special zone Military Commands; and announced and presented the decision of the 2nd Military Region Command on the temporary appointment of 38 officers to the position of Commander of the commune and ward Military Commands in Lai Chau province.
Speaking at the conference, Major General Nguyen Ngoc Ngan, Deputy Head of the Political Department of Military Region 2, congratulated the comrades appointed as Commanders of the Military Command Boards of communes and wards in the province. To ensure the organization and staffing of the commune and ward-level Military Command Boards are implemented strictly and on time according to regulations, he requested that agencies and units strictly implement the decisions of the Minister of National Defense and the Chief of the General Staff of the Vietnam People's Army; quickly consolidate and stabilize the organization and staffing; inspect, review, hand over, and strictly manage personnel, weapons, equipment, and facilities; understand the morale of officers, promptly resolve any arising difficulties, and ensure that officers and staff are always united, cohesive, and ready to perform their duties.

At the same time, the Deputy Head of Political Affairs of Military Region 2 requested that, in the immediate future, the Military Command at the commune and ward levels quickly grasp their tasks, stabilize their organization, and avoid disrupting local military and national defense work; ensure combat readiness and effectively serve political tasks, including protecting the 14th National Party Congress, the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term; the recruitment of soldiers and welcoming demobilized soldiers back to the locality in 2026; strengthen the leadership role of Party committees and organizations at all levels; build a clean and strong Provincial Military Party Committee and commune-level military Party branches; focus on training and improving the professional qualifications of cadres, especially newly established cadres of the commune and ward-level Military Commands; Complete the system of documents and combat readiness plans, organize training and practice of various scenarios, ensure the safety of agencies and units, and maintain stability in the area.
The comrades who received the appointment decisions as Commanders of the Commune/Ward Military Command expressed their deep gratitude for the attention of the Commander of Military Region 2, the Provincial Party Committee, the Provincial People's Committee, and the Lai Chau Provincial Military Command, and pledged to strive, unite, and resolutely advise effectively on local military and national defense tasks in the new situation.

Speaking at the conference, Comrade Sung A Ho, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Lai Chau province, praised and acknowledged the contributions of the 38 former commanders of the commune and ward-level Military Commands in the province to building local armed forces. He also congratulated the newly appointed commune and ward commanders, who are regular officers, on their deployment to the commune level. He requested that these commanders immediately consider necessary actions, responsibly study relevant documents and regulations to effectively carry out their duties; quickly grasp the local situation, and foster unity within the commune and ward-level Military Commands to successfully advise on and implement local defense tasks. He emphasized the immediate focus on preparing for and successfully completing the recruitment process. Strengthening combat readiness training with functional forces to ensure absolute safety for political events such as the 14th National Party Congress, the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; holidays and anniversaries; and ensuring the safety of the people during the Spring Festival and Tet holiday...
