Accordingly, at the meeting on November 28, after listening to the report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at two levels in November 2025, the Politburo and the Secretariat concluded.
Specifically, basically agree with the report of the Central Organizing Committee on the situation and performance results of the political system apparatus and two-level local government in November 2025.
The Politburo and the Secretariat acknowledged and commended Party committees at all levels, Party organizations, the Government Party Committee, the National Assembly Party Committee, the Central Organizing Committee, ministries, branches, provincial and municipal Party committees, and Party committees of communes, wards, and special zones for continuing to make efforts, overcoming difficulties, and promptly providing guidance, handling, and removing arising problems.
This contributes to ensuring that the political system and two-level local government operate stably, smoothly, and increasingly better.
The Politburo and the Secretariat request Party committees at all levels, Party organizations, agencies, units and localities to seriously, promptly and effectively implement the conclusions and directions of the Party Central Committee, the Politburo and the Secretariat on building and perfecting the political system apparatus and operating two-level local governments.
Require provincial and municipal party secretaries, ministers, and heads of ministerial-level agencies to oversee and directly direct the tasks and work contents of the ministries, branches, and localities assigned to them.
Strengthening the grassroots to grasp the situation, inspect, urge, promptly direct the resolution and removal of difficulties and problems that arise, especially the handling of headquarters and public assets, ensuring that work is carried out on schedule and meets quality requirements.
The Politburo and the Secretariat assigned the Government Party Committee to lead and direct ministries and branches to continue to coordinate with the Ministry of Justice and relevant agencies to urgently review the entire system of legal documents in each sector and field to promptly amend, supplement and perfect institutions, policies and laws to ensure closeness to reality and thoroughly overcome overlapping, contradictory situations that are not suitable for the 2-level local government model.
Prioritizing the fields of finance - budget; land and planning; administrative reform and digital transformation; science and technology development; apparatus organization, staff, regimes and policies; education, training and healthcare.
Special attention is paid to modernizing digital infrastructure, improving the capacity of commune-level officials and rationally arranging staff according to new task requirements.
Urgently complete the arrangement of public service units according to requirements and progress.
The Politburo and the Secretariat requested the Government Party Committee to direct Party committees and Party organizations at the Central level, according to their assigned functions and tasks, to urgently lead and direct the resolution and handling of specific recommendations from agencies, units, and localities, to be completed in 2025.
For issues that cannot be resolved immediately, there must be a plan for assignment, a specific time schedule, and full information to agencies, units, and localities.
The Politburo and Secretariat requested Party committees, agencies, units and localities to step up the review and arrangement of internal apparatus, and urgently complete the arrangement of public service units according to requirements and progress.
Provincial and municipal Party Committees coordinate with the Ministry of Health, the Ministry of Education and Training and the Ministry of Home Affairs to urgently arrange communal-level public educational institutions (kindergartens, primary schools, secondary schools, inter-level schools) and communal-level health stations, to be completed before December 31, 2025.
The Politburo and Secretariat also assigned the Central Organizing Committee to continue to preside over and coordinate with the Ministry of Home Affairs to carefully assess the situation and performance of the political system apparatus and two-level local government.
Especially the organization and implementation of policies and orientations on organizational structure, staff, decentralization, delegation of authority, classification of administrative units, etc., reporting to the Politburo and Secretariat for direction.
