Standing member of the Secretariat Tran Cam Tu signed and issued the Politburo 's conclusion on continuing to implement Resolution No. 06 on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
After more than 3 years of implementing Resolution No. 06, urban development management has had many positive changes, but the Politburo said that there are still many limitations and weaknesses that have not been completely overcome.
The Politburo requires innovation in thinking about urban planning work, ensuring consistency in implementation.

For localities, it is necessary to urgently review and adjust the Master Plan of the urban and rural system, ensuring optimal arrangement of development space in accordance with the 2-level local government model.
In addition to closely combining planning work with socio-economic development strategies, ensuring national defense, security, and environmental protection, the Politburo aims to replicate the green, ecological urban development model of "village in city - city in village".
In particular, the Politburo requested tightening discipline in planning construction and implementation, focusing on thoroughly handling the situation of "suspended planning", and urgently completing slow-progressing urban infrastructure projects.
"It is strictly forbidden for organizations, businesses, and individuals to influence or influence planning work for local interests," the Politburo emphasized.
In 2026, the Politburo requested to complete the amendment and supplementation of legal regulations on urban and rural planning; perfect legal regulations in the fields of management, exploitation, use, investment in urban development, water supply and drainage, land, planning, construction, technical infrastructure, underground space, public space, etc.
In addition, the Politburo urged Party committees, Party organizations, and authorities at all levels to continue effectively implementing the National Housing Development Strategy to 2030, with a vision to 2045.
The Politburo encourages economic sectors to participate in investment; complete the target of building 1 million social housing apartments before 2030; expand the subjects of buying, renting, and leasing social housing.
Along with that, according to the Politburo, there needs to be a mechanism to promote the development of commercial housing with prices suitable to people's incomes and housing for workers in industrial parks.
For investors who do not synchronously invest in technical infrastructure, social infrastructure, etc. in urban areas and residential areas, the Politburo requires strict sanctions.
Another important orientation set forth by the Politburo is to manage, develop urban areas and develop urban economy in depth, based on science, technology, innovation and digital transformation; build digital government and smart cities.
The Politburo also requested the development of a comprehensive program to address air pollution, domestic water sources and wastewater in large cities, especially the capital Hanoi and Ho Chi Minh City. Along with that, according to the Ministry of Finance, it is necessary to enhance the responsibility and capacity of urban authorities in responding to natural disasters and handling emergency and crisis situations.
In addition, the Politburo oriented solutions to focus on developing the capital Hanoi and Ho Chi Minh City into civilized global cities, suitable to the new situation.
