The Politburo requested that by 2026, the review of mechanisms and policies to attract businesses to invest in green agriculture must be basically completed; priority investment and piloting of outstanding policies for high-tech agricultural production models must be given priority.

There needs to be a breakthrough policy to attract investment resources from people and businesses to develop green agriculture, circular agriculture, and high-tech agriculture, which is one of the key contents in Conclusion No. 219-KL/TW dated November 26 of the Politburo on continuing to implement Resolution No. 19-NQ/TW dated June 16, 2022 of the 8th Party Central Committee on agricultural, farmer, and rural development to 2030, with a vision to 2050 (Resolution 19), signed and issued by Standing Member of the Secretariat Tran Cam Tu.

The Politburo assessed that after 3 years of implementation, Resolution 19 has brought about positive results, of important significance in ensuring food security, macroeconomic stability, economic growth, and improving the lives of rural people.

Besides, the agricultural sector still has many limitations: unsustainable growth, low productivity, quality and competitiveness of some products; many production stages have not applied scientific and technological achievements, innovation...

In the context of a rapidly changing world, strong development of science and technology, climate change, increasingly complex market developments, and great impacts on agricultural and rural development, in order to promote the achieved results and overcome limitations and weaknesses, the Politburo requires Party committees, Party organizations, authorities, state management agencies, the Vietnam Fatherland Front, socio-political organizations, and unions at all levels to continue to thoroughly grasp and resolutely implement the tasks and solutions in Resolution 19.

In particular, the Politburo requires a strong shift to commodity production thinking, promoting restructuring towards developing green, organic, circular, low-emission agriculture, protecting the ecological environment; applying high technology, and comprehensive digital transformation.

In 2026, basically complete the review and full and timely institutionalization of the Party's policies and orientations into laws and guiding documents, ensuring long-term harmony of interests between the State, enterprises and farmers, creating new momentum for agricultural, farmer and rural development, supporting the restructuring of the industry, and promoting new rural construction.

There are breakthrough policies to attract and mobilize the strength of people and businesses to invest in green, ecological agriculture and circular economy; research and develop incentive mechanisms to promote the process of "agricultural export" to improve market access, competitiveness, added value, prestige and position of the country.

Prioritize investment and pilot outstanding mechanisms and policies for agricultural production models based on science, high technology, innovation, digital transformation, green development, and climate change adaptation, considering this a key driving force for rapid and sustainable development of agriculture, rural areas, resource management, and environmental protection.

Support training farmers on digital skills and e-commerce

In the issued conclusion, the Politburo requested Party committees, Party organizations, authorities, state management agencies, the Vietnam Fatherland Front, socio-political organizations, and unions at all levels to support the development of agricultural enterprises.

By 2030, Vietnam will have a number of strong, world-leading agricultural enterprises, participating in the global value chain, building national brands for key industries.

Support training and technology transfer so that people gradually form a mindset of large-scale, professional, and modern commodity economic production; have digital knowledge and skills, especially e-commerce; effectively implement policies to support farmers in accessing capital, green credit, and agricultural insurance.

Previously, on November 12, speaking at the 50th anniversary of the Agriculture and Environment sector, Minister of Agriculture and Environment Tran Duc Thang affirmed 5 key development focuses for the sector in the coming years.

In particular, the Agriculture and Environment sector focuses on developing ecological agriculture, green and circular economy; strongly shifting from breadth growth to sustainable values ​​based on science, technology and innovation; replicating low-emission models; establishing green standards, elevating the brand of Vietnamese agricultural products associated with traceability, geographical indications and carbon credits.

In addition, the Ministry of Agriculture and Environment prioritizes promoting science, technology and digital transformation as a driving force for breakthroughs, applying artificial intelligence, big data, sensors, and blockchain in resource monitoring and smart agriculture.
