The Ministry of Public Security adjusts a number of regulations on enrollment for master's and doctoral training in the People's Public Security.

The Ministry of Public Security issued Circular 99 with many adjustments on subjects, age and admission conditions, applicable to master's and doctoral training in the People's Public Security from 2026.

Minister of Public Security Luong Tam Quang signed and issued Circular No. 99 amending and supplementing a number of articles of Circular No. 50 (2021) of the Ministry of Public Security regulating recruitment in the People's Public Security. Effective from January 6, 2026.

Accordingly, the circular amends and supplements regulations on subjects and conditions for admission to doctoral training, as follows:

Candidates for doctoral training are educational managers, lecturers, teachers, researchers of People's Public Security schools; department-level leaders and equivalent or higher, or planning officers at department-level leaders and equivalent or higher in public security units and localities; officers with senior or equivalent titles according to regulations of the Ministry of Public Security.

Conditions for admission to doctoral training stipulate that candidates must ensure the conditions prescribed in Article 7 of Circular No. 18/2021/TT-BGDDT June 28, 2021 of the Minister of Education and Training promulgating regulations on admission and training for doctoral level and the following conditions:

- Not over 50 years old as of the year of application. Have at least 24 months of actual working experience (not including time spent studying training programs at all levels in the People's Public Security, temporary recruitment time, and time participating in People's Public Security service).

- Have a master's degree or a bachelor's degree with honors or higher in a field suitable for doctoral training.

- Classify cadres who have achieved the level of "completing tasks well" or higher in the year immediately preceding the year of recruitment.

Regarding the subjects and conditions for admission to master's training, the amended circular supplements the subjects to be education management officers, lecturers and teachers of People's Public Security schools; team-level commanders and equivalent or higher, or leadership planning officers and commanders from team-level and equivalent or higher in public security of units and localities.

In addition, officers with the title of specialist, researcher or higher; intelligence officers who have been appointed to the title of junior intelligence officer or higher; officers of the Ministry of National Defense with the title of assistant or equivalent or higher; officers with other titles as prescribed in Circular No. 78/2021/TT-BCA dated July 15, 2021 of the Minister of Public Security stipulating the title standards of People's Public Security officers and non-commissioned officers from intermediate level or equivalent or higher.

Admission conditions for master's level training stipulate that in addition to ensuring the conditions prescribed by law and the Ministry of Education and Training, applicants must meet the following conditions:

- Not over 45 years old as of the year of application. Have a university degree in a field relevant to the master's degree program.

- Have actual working time of 24 months or more (not including time studying training programs at all levels in the People's Public Security, temporary recruitment time, time participating in People's Public Security service). In case of point a, clause 1 of this article, have actual working time of 12 months or more.

- The staff must be classified as "completed tasks well" or higher in the year immediately preceding the year of recruitment.
