On the morning of November 7, in Hanoi, the Ministry of Public Security organized the Ceremony to respond to the Law Day of the Socialist Republic of Vietnam (Law Day) 2024 online from the Ministry of Public Security Hall to the Public Security Halls of provinces and centrally-run cities.

Create a strong change in the dissemination andeducation of law
In his opening speech, Deputy Minister Le Quoc Hung said that the Law Day was actively responded to by the Ministry of Public Security and the Public Security of units and localities, organized and implemented seriously, regularly, and systematically with specific, practical, and creative activities, closely following important political and legal events of the country with appropriate themes and slogans, focused content, making every day of the year truly a Law Day in the People's Public Security (CAND).
The spirit of Law Day has been implemented by the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security into a specific action program, demonstrated through the work of advising on law-making and perfecting the legal system in the field of security and order protection, achieving breakthrough results, creating specific, excellent and important products, contributing to the achievement of the strategic breakthrough in perfecting the institution, one of the three strategic breakthroughs set forth by the 13th National Party Congress.

In particular, in 2024, the Ministry of Public Security successfully organized the Writing Contest "Learning about the Law on Identification in the People's Public Security", aiming to widely disseminate and popularize among the People's Public Security officers and soldiers the basic contents of the Law on Identification and guiding documents, detailed regulations for implementation to implement uniformly and effectively in leadership, direction and consulting, performing assigned tasks, meeting the needs of learning about the law of the People's Public Security officers and soldiers. In addition, the Ministry also directed the Public Security of units and localities to conduct a preliminary review of 3 years of implementing the Project "Improving the effectiveness of dissemination and education of law associated with mobilizing the masses to comply with the law at the grassroots level of the People's Public Security force for the period 2021-2027". The preliminary summary shows that the implementation of the Project has been effective, creating a strong change in the dissemination and education of law associated with mobilizing the masses to comply with the law at the grassroots level of the Public Security of units and localities.
At the Ceremony, Major General Pham Cong Nguyen, Director of the Department of Legislation and Administrative and Judicial Reform, presented a report on the results of the Law Day in the People's Public Security Forces in 2024; the results of the writing contest "Learning about the Law on Identification in the People's Public Security Forces" and a summary of 3 years of implementing the Project "Improving the effectiveness of legal dissemination and education associated with mobilizing the masses to comply with the law at the grassroots level of the People's Public Security Forces in the period of 2021 - 2027".
Building and replicating good models and effective practices
At the response ceremony, representatives of the Public Security of units and localities presented a number of papers on good and creative practices, experiences and lessons in the process of propagating and popularizing legal education, promoting the role of organizations and authorities.
Speaking at the ceremony, on behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Minister Luong Tam Quang warmly congratulated the achievements and results in the work of building and perfecting institutions, propagating, disseminating and educating the law that the entire Public Security force has achieved in the past time. In order to continue promoting the role and practical significance of organizing activities in response to the Law Day, promptly concretizing and implementing the Resolution of the 10th Central Conference, Session XIII, Minister Luong Tam Quang requested Party committees and leaders of Public Security units and localities to regularly review and evaluate the effectiveness and quality of policies after promulgation within the scope assigned by the Ministry of Public Security, promptly detect and propose competent authorities to adjust or adjust according to their authority any inadequacies and conflicts, and quickly remove "bottlenecks" caused by legal regulations.

Continue to innovate and improve the effectiveness of legal dissemination and education, and raise awareness of law compliance among officials and people. Actively transform digitally, apply achievements of science and technology in the work of building, propagating, disseminating, educating and organizing law enforcement. Build and replicate good models and effective methods so that responding to Law Day becomes a regular, continuous and long-term activity; promptly commend and reward outstanding collectives and individuals in building, perfecting, propagating, disseminating, educating and organizing law enforcement.
