The Ministry of Industry and Trade has issued a plan for implementing the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

On February 11, 2026, the Ministry of Industry and Trade issued Decision No. 273/QD-BCT promulgating the Plan for implementing Circular No. 50/2025/TT-BCT dated November 7, 2025, which stipulates the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

The Ministry of Industry and Trade issued a plan to implement Circular No. 50 with the aim of developing and implementing tasks and solutions to carry out the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

At the same time, it serves as a basis for units under the Ministry of Industry and Trade, localities, key petroleum trading businesses, and relevant organizations and individuals to review, develop, and adjust plans and action programs to implement the contents of Circular No. 50, and as a basis for organizing inspections, supervision, preliminary and final reviews, and evaluations of the implementation of this Circular, reporting the results to the Minister of Industry and Trade.

Regarding the overall tasks, the Plan fully and thoroughly implements the scope of application, roadmap, and organization of implementation as outlined in Circular No. 50: The Ministry of Industry and Trade (Department of Innovation, Green Transformation and Industrial Promotion) will preside over and coordinate with functional units under ministries, sectors, localities, and relevant organizations and individuals to organize implementation; guide, supervise, and evaluate the implementation of Circular No. 50; and organize preliminary and final reviews to assess the results of the implementation of Circular No. 50.

Implement the roadmap, tasks, and solutions outlined in Circular No. 50 correctly; monitor the implementation process; assess the level of compliance and results of implementing the contents of Circular No. 50; and propose adjustments to the blending ratio and roadmap to suit technical conditions and socio- economic context to ensure the goal of net zero emissions.

Specifically, this document outlines solutions for organizing and implementing the biofuel blending roadmap; demonstrates the proactive and creative approach of each unit and the cooperation between units within and outside the Ministry of Industry and Trade in implementing the roadmap set out in Circular No. 50; and ensures consistency with the implementation of action programs of the Ministry of Industry and Trade as well as relevant organizations and individuals.
