(Chinhphu.vn) - In order for units to proactively develop specific plans to ensure electricity supply for socio-economic development needs and people's lives in 2026, on November 28, the Ministry of Industry and Trade issued Decision No. 3477/QD-BCT approving the National Power System Operation Method in 2026.

Ministry of Industry and Trade meets on national power system operation method 2026 on November 28, 2025

Accordingly, to meet the GDP growth rate in 2026, striving to increase by 10% or more, based on the actual growth of electricity load demand in 2025 and forecasting and evaluating input factors (load demand, hydrological situation, fuel supply capacity, power source progress, power grid for 2026), the Ministry of Industry and Trade has approved the National Power System Operation Method in 2026 with the Baseline Plan, Operation Plan and Contingency Plan for operating peak months of the dry season to ensure flexibility in directing and operating electricity supply in 2026 in the context of complex and unpredictable climate change.

In particular, coal, hydropower and gas turbine power sources still play an important role in ensuring electricity supply for the national power system in 2026; renewable energy sources are mobilized according to generation capacity, in accordance with technical constraints of the power system to meet electricity load demand.

According to the approved plans, the electricity supply for socio -economic development needs and people's daily life in 2026 will be basically guaranteed. However, the Ministry of Industry and Trade assesses that 2026 will continue to be a year with many unpredictable factors and unfavorable situations that may arise, causing difficulties in ensuring electricity supply such as some large power sources operating later than planned, unfavorable hydrological conditions, the amount of gas supplied for power generation from existing gas sources is in a declining stage, new gas sources are slow to enter, the demand for coal for power generation is high, so the demand for imported coal is high, and the overlapping of power plants occurs.

To proactively ensure electricity supply in 2026, in Decision No. 3477/QD-BCT, the Minister of Industry and Trade assigned specific tasks and responsibilities to units.

The National Power System and Electricity Market Operation Company Limited shall periodically review, update, report to the Ministry of Industry and Trade (through the Electricity Authority, the Department of Oil, Gas and Coal) and announce according to regulations on the National Power System Operation Method for the next month and the remaining months of 2026 (including primary fuel demand for electricity production) on the basis of closely following the growth of electricity load, weather conditions (temperature, hydrology), complying with reservoir and inter-reservoir operation procedures approved by competent authorities (for hydropower sources), conditions for operating the power system and electricity market, agreements on electricity output and capacity in power purchase contracts, electricity export and import on the basis of ensuring the safety of the national power system, national and ethnic interests, and primary fuel consumption constraints for electricity generation approved by competent state agencies.

Vietnam Electricity Group, Vietnam National Energy Group, Vietnam National Coal - Mineral Industries Group and related units ensure adequate supply of coal, gas and oil; ensure high readiness and availability of generators; accelerate investment and construction progress of power projects in the approved plan to ensure capacity release for power sources, reduce load on power lines and transformers that are operating at full capacity and overload, especially important transmission projects in the Northern region such as: 500 kV Nho Quan - Phu Ly - Thuong Tin line; Increase capacity of 500 kV Hoa Binh, Pho Noi transformer stations; 500 kV Thai Binh , Bac Ninh transformer stations.

Vietnam National Energy Industry Group and Vietnam Gas Corporation synchronously implement solutions in the process of implementing the gas supply plan, prioritizing gas mobilization for electricity production to meet the demand for gas use for power generation.

Vietnam National Coal and Mineral Industries Group, Army Corps 19 - Ministry of National Defense plan coal production and supply to ensure priority for adequate and continuous coal supply, ensuring quantity, quality, and correct type for coal-fired thermal power plants according to signed contract terms to ensure power generation.

Power generation, transmission and distribution units must ensure plans related to maintenance and repair so that power generators and electrical equipment on the grid are at their highest readiness to meet electricity demand during the year, absolutely ensuring that no incidents occur due to subjective causes.

Power units continue to promote the use of electricity economically and efficiently in all areas from production, business to daily life, especially during peak hours, to help reduce pressure on the national power system during the hot season.

Power units continue to effectively implement load demand management programs and load adjustment programs; promote the development of rooftop solar power sources, especially self-produced and self-consumed rooftop solar power; continue to pay attention to and promote load shifting and prepare load regulation/regulation plans, mobilize customer diesel to respond when necessary, contributing to ensuring load demand during extreme days during the peak dry season in 2026.

The functional units under the Ministry focus on performing well the state management function; regularly urge, inspect and supervise the implementation of power projects to promptly propose solutions to ensure progress according to approved plans and schedules.

The Department of Industry and Trade of provinces and cities coordinates with electricity units to propagate and monitor the implementation of electricity saving, advise the Provincial People's Committee to deploy the Electricity Demand Management Program, and at the same time monitor the electricity supply and resolve customer complaints in the area.

Businesses and electricity users actively apply energy-saving solutions and use electricity effectively in all areas from production, business to daily life, especially during peak hours, to help reduce pressure on the national power system during the hot season.
