On May 25, the Ministry of Industry and Trade issued Official Dispatch No. 3219 on the implementation of Notice No. 182 dated May 17 of the Government Office , sent to the People's Committees of provinces and centrally run cities, Departments of Industry and Trade, Vietnam Electricity Group (EVN), Department of Electricity and Renewable Energy, Electricity Regulatory Authority, related to transitional solar and wind power projects.

Accordingly, in order to soon put the transitional renewable power plants into operation during the negotiation phase, agreeing on the official electricity price between the Ministry of Industry and Trade, EVN and investors, the Ministry of Industry and Trade requires EVN to:
For projects that have completed investment and construction, complete legal documents according to regulations, promptly negotiate with investors of solar and wind power plants to transition to temporary prices and operate to generate electricity to the grid according to the direction of the Ministry of Industry and Trade in Official Dispatch No. 3184.
For the transitional power plants that have had their prices temporarily approved by the Ministry, promptly sign power purchase contracts and review procedures to soon put them into operation to generate electricity to the grid. For the remaining power plants, promptly negotiate temporary prices with investors before May 27 to submit to the Ministry of Industry and Trade for approval and proceed simultaneously with completing procedures for signing power purchase contracts.
In addition, the Ministry of Industry and Trade requested EVN to direct its member units to coordinate with investors to complete legal procedures related to EVN such as: connection agreement (if expired); complete testing according to the provisions of Decision No. 25 dated March 16, 2019 of the Electricity Regulatory Authority for power plants that have registered for testing. Review the testing results of power plants, ensuring compliance with technical requirements and relevant regulations.
At the same time, "as quickly as possible" review the documents submitted by investors, review the requirements for investors regarding the components of the electricity price negotiation documents, ensuring that the procedures are simplified but strict, reasonable and in accordance with regulations.
As of May 24, EVN has completed price agreements for 20 renewable power projects/parts of projects out of 37 submitted project dossiers. Of these, 19 projects/parts of projects have had their prices approved by the Ministry of Industry and Trade; 1 wind power project has completed negotiations and is completing procedures for the Ministry to approve temporary prices; 4 projects (wind power plants: No. 5 - Thanh Hai 2, 3, 4 and Cau Dat) are negotiating and continuing to review dossiers for approval according to regulations.
